CALL TO ORDER
Board Vice-Chairman Frank Spingola called the meeting to order at 7:10 with the following Board
members present; Scott Henry,Ronald Hauck,Elvia Clark.Board members Steve Reprasky, Chad Tittle,
and Board Chairman Jim Chaney were absent.
Staff members present were Johnny Bray,Building Official,Melanie Doville, Code Board Secretary.
CITIZENS PARTICIPATION
There were no citizens present for Citizens Participation.
INDIVIDUAL CONSIDERATION
1. Consider and act upon the approval of the Minutes from the September 14,2006 meeting.
Board Action
Board member Scott Henry made a motion to approve the minutes as submitted. Board member Elvia
Clark seconded the motion.A vote was taken and passed 4-0 with Board members Steve Reprasky,
Chad Tittle, and Board Chairman Jim Chaney absent.
DISCUSSION ITEMS
1. Discuss sidewalk replacement and/or repairs.
Board Discussion
The Board members took an opportunity to review all requested documents provided in the packets,
giving the newest Board members a current status. Mr. Bray informed the Board members about the
state grants that Directors Mike Sferra and Renae 011ie are attempting to make application. This includes
receiving state funding for city wide improvements which includes sidewalk repairs and/or replacement.
Mr. Bray also emphasized to the Board that Council must have an active plan in order to start
construction immediately on the sidewalks. The Board discussed in depth options to provide incentives
to the home owners to encourage the up-keep of neighborhoods. The concerns and questions the Board
members mentioned are as follows:
1. What is the maximum out of pocket expense the homeowner would be assessed?
2. The current amount of dollars in the budget
3. Possible financing solutions.
4. To include the Street Department assistance in order to prioritize the most critical repairs and/or
replacements.

Board Action
With no further business, Board member Scott Henry made a motion to adjourn the meeting at 8:30 p.m.
The motion was seconded by Ronald Hauck. A vote was taken and passed 4-0 with Board members
Steve Reprasky,Chad Tittle, and Chairman Jim Chaney absent.
