12-10-2001 (City Council) Minutes (03) MINUTES Wylie City Council Monday, December10, 2001 Wylie Municipal Complex—Council Chambers 2000 State Highway 78 North CALL TO ORDER Council Present: Mayor John Mondy, Mayor Pro Tem Joel Scott, Councilman Eric Hogue, Councilman Merrill Young, Councilman J.C. Worley and Councilman Chris Trout. Councilwoman Reta Allen was absent. Staff Present:Anthony Johnson,City Manager;Mindy Manson,Assistant City Manager;Brady Snellgrove, Finance Director and Aimee Nemer,Administrative Assistant. PUBLIC HEARING 1. Hold the First of two Public Hearings for the annexation of a 68.11 acre tract of land out of the Guadalupe De Los Santos Survey,Abstract No. 1384,Dallas County,Texas;and generally located on Pleasant Valley Road. Ms. Manson gave a brief background on the voluntary annexation of property owned by Southwest Medical Foundation. Ms. Manson stated that the property was approximately 68 acres and that this was the first of two public hearings for annexation. She also stated that there was a proposed planned development that would be forthcoming to council. The Mayor requested the developer to give council information on the proposed development. Jerry Sylo, RFA, Inc. addressed the council. Mr. Sylo stated that he represented the property owner, Southwest Medical Foundation and gave a brief description of the development. Mr. Sylo stated that the proposed planned development would be a single family development with approximately 125 to 130 10,000 square foot lots. He stated that the North Texas Municipal Water District 30 foot easement would be used as a greenery focal point in the development. Councilman Trout inquired about the property backing up to the future wastewater treatment plant. Mr. Sylo stated that the property did back up to the future plant. The Mayor then opened the Public Hearing and asked anyone wishing to speak in favor or in opposition of the request to please come forward,state their name and address for the record and limit their comments to three minutes. Pat Martin,4040 Avion,Wylie,Texas Ms. Martin spoke in opposition of the annexation stating her concern about small lot homes and her objection to the development. She stated that the homes presently in the area are$250,000.00 homes on 10- 20 acre lots. Cliff Martin,4040 Avion,Wylie,Texas Mr. Martin spoke in opposition of the annexation. He asked the developer who would supply the water for the proposed development. Mr. Sylo stated that the property was not currently annexed and the water would come from the Eastfork Water District. With no further comments,the Mayor closed the Public Hearing.
