October 21 , 1997
CALL TO ORDER
Mayor Jim Swartz called the City Council/Ambulance Worksession to order,
October 21, 1997 at 7:00 p.m. with the following Councilmembers present: John Mondy,
Wanda Sparks, Cleo Adams and Reta Allen. Joel Scott and J. C. Worley were absent.
Ambulance Board members present were Sharon Trongaard, Linda Hamar and Kenneth
Quisenberry. Kurt Hall was absent. Staff members present were: Mike Collins, City
Manager, Mindy Manson, Assistant to the City Manager, Susan Shuler, City Secretary,
Brady Snellgrove, Finance Director, Jim Holcomb, Purchasing Agent and Shan English,
Fire Chief.
WORKSESSION
Presentations were made by three Ambulance Companies.
The first presentation was made by Tom Wagner of American Medical Response. They
were asked what type of education are they willing to provide fire fighters? AMR stated
that they provide education programs but they do not offer paramedic programs. AMR said
they had averaged about 40-50 calls per month and that their response time has been
average.
The second presentation was made by Matthew Davis of Rural Metro. He stated that their
company was a premier provider in health and safety solutions. He said the company was
founded in 1948 and began in Texas in 1985. He also said that they are currently serving
Dallas County, Grand Prairie, Arlington, Hurst, and Watgua.
The third presentation was made by Tony Myers of East Texas Medical Company. He said
they have been providers of emergency medical services since 1968 and are a part of the
East Texas Medical Center. He said they are the largest not for profit provider. Services
that they offer are no cost 1st responder programs and paramedic training at no cost.
They also offer matching funding for Automatic External Defibrillator and if a grant is not
available then they will fund the full program. He stated that the stock is resupplied at no
cost. They offer a membership program for $48 per household which covers all medically
necessary ambulance transports with no additional out of pocket expense. They also
stated that if there was a 5 year contract that no subsidy would be required.

ADJOURNMENT
As there was no further business to come before Council for consideration, the
meeting was adjourned.
