CALL TO ORDER
Mayor Jim Swartz called the Special Called City Council Meeting to order, January
21, 1997 at 7:00 p.m. with the following Councilmembers present: Wanda Sparks, Cleo
Adams, Joel Scott, John Mondy and J. C. Worley. Reta Allen was absent. Staff
members present were: Mike Collins, City Manager, Mindy Manson, Assistant to the City
Manager, Susan Shuler, City Secretary, and Richard Abernathy, City Attorney.
EXECUTIVE SESSION
Executive Session was held at 7:05 p.m. under Section 551.071 Consultation with
Attorney, 551.072 Deliberations about Real Property and 551.075 Conference with
Employees to Receive Information and Question Employees regarding pending litigation,
City of Parker v. City of Wylie, Cause No. 219.458.96, District Court of Collin County, Texas
219 Judicial District. Mayor Swartz announced that the Executive Session closed to the
public ended at 8:00 p.m.
WORKSESSION
Wylie Home Rule Charter
Abernathy stated that it would be difficult to get a review and recommended changes
to the charter ready for the May, 1997 municipal election. Mondy expressed a desire to
appoint a charter review committee after the My, 1997 election to work on the charter
revisions for the May, 1998 election. Mondy also stated that he would like issues such as
Council length of term and a bi-annual budget reviewed.
STAFF REPORTS
Collins gave an overview of the upcoming Kansas City Southern Railroad Town Hall
Meeting to be held Tuesday, February 4 at the Municipal Complex. He stated that KCS
would make a slide presentation and then a question and answer period would be held.
He also stated that the City was in the process of looking at the possibility of obtaining the
services for an Intermodal Consultant. He said the consultant would work with the City and
the Development Corporation to determine the needs and help with any concerns during
the KCS development process.
Scott asked if the school zones near the Birmingham Elementary School could have
the double sided lights and the school zone sign on Kirby by Hartman Elementary needs
lights.

Collins stated that due to the recent school bus accident, there would be signage to
reflect no thru traffic on Hensley Lane. Mondy asked if there was a state law on required
training for bus drivers? Worley stated that the traffic lights at FM 544 and FM 1378 need
to cycling properly due to the bus traffic.
Manson stated that the resubmittal date for the Texas Parks and Wildlife Grant was
February 28, 1997.
Shuler stated that Student Government Day would be held April 23, 1997.
ADJOURNMENT
As there was no further business to come before Council for consideration, the
meeting was adjourned.
