07-07-1915 (City Council) Minutes Wylie Tex 7/7/15 The Town Council of the Town of Wylie met in regular secion at city Hall. After roll call of officers the minutes of previous meeting were read and approved. Motion and sec. that Lou F. Daniel be tendered $1.75 per month to attend street lamp. The Wylie Cemetary Association was granted priviledge to erect shed on street in front of cemetery gate. The Ordinance hereto attached were adopted. AUTOMOBILES AND MOTOR-CYCLES-REGULATING RUNNING OF SAME. An Act to regulate the ruining of automobiles and motor-cycles,for the violation of which a penalty is provided. Section 1.BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF WYLIE: No automobile or motor cycle shall be driven or operated upon any public street,alley or driveway within the corporate limits of the Town of Wylie, at a greater rate of speed than 12 miles an hour,provided the speed limit shall not apply to race courses or speedways. Section 2.No person in charge of an automobile or motor cycle on any public street,alley or driveway within the corporate limits of the town of Wylie shall drive the same at any speed greater than is reasonable and proper,having regard to the traffic and use of the public street,alley or driveway by others, or so as to endanger the life or limb of any person thereon. Section 3. All drivers or operators of automobiles or motor cycles are prohibited from racing upon any public street,alley or driveway within the corporate limits of the town of Wylie. Section 4. Any person driving or operating an automobile or motor cycle shall at the request,or signal by putting up the hand, or by other visible signal from a person riding or driving a horse or horses or other domestic animal,cause such automobile or motor cycle or machine to come to a stand still long enough to allow such animal to pass. Section 5.Every driver or operator of an automobile or motor cycle shall have attached thereto a suitable bell or other appliance for giving notice of its approach, so that when such attachment is rung or otherwise operated it may be heard at a distance of three hundred feet,and shall carry a lighted lamp between one hour after and one hour before sunrise. Section 6.Every driver or operator of an automobile or motor cycle shall keep to the right in meeting vehicles, automobiles and motor cycles, and pass to the left in overtaking vehicles,automobiles and motor cycles. Section 7.Every one who violates any of these six sections shall be punished by a fine of not less than one dollar nor more than one hundred dollars. Section 8.The fact that there is now no Town Ordinance regulating the speed of automobiles and motor cycles in the Town of Wylie and the demand for immediate legislation on this subject creates an imperative public necessity and an emergency that the constitutional rule requiring bills to be read on three several days be suspended,and that this ordinance takes effect and be in force from and after its passage,and it is so enacted. W.F.Duncan CITY ATTORNEY An Act to prohibit the spitting or expectorating upon the side walks in the town of Wylie, and for the violation of which a penalty is provided. Section 1.BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF WYLIE: That ally person who shall willfully spit or expectorate upon ally sidewalk within the corporate limits of the town of Wylie, shall be guilty of a misdemeanor and upon conviction shall be fined not less than one dollar not more than one hundred dollars. Section 2. The fact that there in HOW no law which provides for a penalty for the spitting or expectorating upon the side walks Within the corporate limits of the town of Wylie, creates an emergency and an imperative public necessity that the constitutional rule requiring bills to be read on three several days be suspended and this ordinance takes effect from and after its passage,and it is so enacted.
