Texas, ratifying the purchase of roofing repair services for Fire Station 1 from D & G
Quality Roofing in the estimated amount of $46,776.55, through a cooperative purchasing
contract with Choice Partners/Harris County Department of Education; and authorizing

REGULAR AGENDA
1. Hold the second Public Hearing on the proposed tax rate of $0.8489 for fiscal year 2016-
2017 and provide all interested persons an opportunity to be heard, either for or against the
proposed tax rate; and announce the date, time and place of the meeting at which the

Executive Summary
In accordance with the"Truth in Taxation"laws of the State of Texas,on August 9,2016,the City Council
voted on the proposed tax rate and scheduled two public hearings on the proposed tax rate. The first public
hearing was held on August 23, 2016 and this is the second public hearing. The proposed 2016-17 budget
is based on a tax rate of $0.8489 per $100 valuation. Any changes made to the proposed tax rate or
Proposed Budget could affect required publications and steps in the tax rate and budget approval process.
EXECUTIVE SESSION

Discussion
On March 23 and again on April 11, 2016, the City of Wylie buildings were damaged from severe hail storms. Staff
researched several different cooperative purchasing organizations for viable roofing service contracts, requested quotes
from six (6) contractors, and received five (5). Staff proceeded with evaluating the cooperative contracts and contractors
to determine the best overall value to the City, and also requested a review of the repairs by McCarthy Architecture for
compliance to Government Code 791.011 j (requirements for plans or specifications for the purchase of construction
related goods/services through a cooperative).
The insurance adjustor assigned by TML-IRP has reviewed the contractor's quotes, and staff recommends the purchase of
roofing services from D & G Quality Roofing in the estimated amount of$265,000.00 for repairs to Fire Station 2, Fire
Station 3, the Senior Center, and the Animal Shelter. D & G Quality Roofing has been awarded a competitively bid
contract through Choice Partners (a Texas based cooperative purchasing group managed by the Harris County Department
of Education). Participation in the Choice Partners cooperative was approved by the City of Wylie City Council on
6/29/2016. The City is authorized to purchase from a cooperative purchasing program with another local government or a
local cooperative organization pursuant to Section 271 Subchapter F of the Local Government Code; and by doing so
satisfies any State Law requiring local governments to seek competitive bids for items.

RESOLUTION NO. 2016-23(R)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS, TO
RATIFY THE PURCHASE OF ROOFING REPAIR SERVICES FOR WYLIE FIRE
RESCUE STATION 1 FROM D & G QUALITY ROOFING IN THE ESTIMATED
AMOUNT OF $46,776.55 THROUGH A COOPERATIVE PURCHASING CONTRACT
WITH CHOICE PARTNERS/HARRIS COUNTY DEPARTMENT OF EDUCATION.
WHEREAS, the City of Wylie, Texas experienced severe hail storm damages to City
buildings on both March 23, 2016 and April 11, 2016; and
WHEREAS, the extent of the damages to Wylie Fire Rescue Station 1 are resulting in
continued leaks and damage to the building; and
WHEREAS, the availability of a qualified contractor to perform the work in a timely
fashion is of consideration;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WYLIE, TEXAS:
SECTION 1: The Mayor of the City of Wylie, Texas, is hereby authorized to ratify on
behalf of the City Council of the City of WYLIE, Texas, roofing repairs to the Wylie Fire
Rescue Station 1 consisting of roofing materials, gutters and siding.
SECTION 2: This Resolution shall take effect immediately upon its passage.

Complex, 300 Country Club Road, Wylie, TX.
The Local Government Code requires the City to follow certain meeting and notice (publication) guidelines.
