05-16-2017 (City Council) Minutes Wylie City Council CITY OF WYLIE Minutes City Council Special Called Meeting Election Canvass Tuesday, May 16, 2017—6:00 p.m. Wylie Municipal Complex—Council Chambers 300 Country Club Road, Bldg. 100 Wylie, TX 75098 CALL TO ORDER Announce the presence of a Quorum. Mayor Eric Hogue called the meeting to order at 6:05 p.m. City Secretary Carole Ehrlich took roll call with the following City Council members present: Mayor Eric Hogue, Mayor pro tern Keith Stephens, Councilman David Dahl, Councilwoman Candy Arrington,-Councilwoman Diane Culver, Councilman William Whitney III, and Councilman Jeff Forrester. Staff present were: City Manager, Mindy Manson; Assistant City Manager, Chris Hoisted; Fire Chief, Brent Parker; City Engineer, Tim Porter; City Secretary, Carole Ehrlich; Public Information Officer, Craig Kelly, and various support staff. INVOCATION & PLEDGE OF ALLEGIANCE Pastor Segrest representing FBC Wylie gave the invocation and Fire Chief Parker led the Pledge of Allegiance. CANVASS OF ELECTION • Consider, and act upon, Ordinance No. 2017-15 of the City Council of the City of Wylie, Texas, Canvassing the returns of the May 6,2017 General Election; Declaring the Election Results for Mayor and City Council Place 5 and Place 6; Providing A Savings/Repealing Clause,Severability Clause and an Effective Date. Minutes May 16, 2017 Wylie City Council Special Called Meeting Election Canvass Page 1 Executive Summary The unofficial results of the City of Wylie May 6, 2017 General Election, have been presented for review to the Wylie City Council. Council is requested to review the results and take formal action to approve the totals within the proposed Ordinance. Council Action A motion was made by Councilman Forester, seconded by Councilman Dahl to adopt Ordinance No. 2017-15 of the City Council of the City of Wylie, Texas approving the canvass returns of the May 6, 2017 Wylie General Election; declaring the election results for Mayor and City Council Place 5 and Place 6 as provided for in the Ordinance. A vote was taken and the motion passed 7-0. • Presentation of appreciation plaque to outgoing Councilmember William Whitney III Mayor Hogue, on behalf of the Wylie City Council and staff, presented outgoing Councilman William Whitney Ill with a plaque of appreciation for his dedication and support to the City of Wylie during his tenure as Councilmember Place 5. ISSUANCE OF CERTIFICATE TO ELECTED MAYOR ERIC HOGUE AND COUNCIL MEMBERS DAVID DAHL AND DR. TIMOTHY"TOBY" WALLIS. Mayor Hogue presented Certificates of Election to Councilmen Elect David Dahl and Timothy T. Wallis. City Manager Mindy Manson presented the Certificate of Election to Mayor Elect Eric Hogue. ADMINISTRATION OF OATH OF OFFICE • Oath—Mayor Eric Hogue and Councilmembers Elect,David Dahl and Dr.Timothy"Toby" Wallis. (Presented by Judge Terry Douglas) Judge Terry Douglas administered the Oath of Office to Mayor Eric Hogue, Councilman David Dahl, and Councilman Timothy T.Wallis. Councilman Wallis took his seat at the dais for the remainder of the meeting. APPOINTMENT OF MAYOR PRO TEM • Consider, and act upon, the appointment of Mayor Pro Tem for a one year term beginning May 2017 and ending May 2018. Council Action A motion was made by Councilman Dahl, seconded by Councilman Forrester to appoint Councilman Keith Stephens as Mayor pro tem for the period of May 2017 to May 2018. A vote was taken and the motion passed 7-0. Residents must provide their name and address. Council requests that comments be limited to three (3) minutes. In addition, Council is not allowed to converse, deliberate or take action on any matter presented during citizen participation. There were no citizens present wishing to address Council during Citizens Comments. REGULAR AGENDA 1. Consider, and act upon, the appointment of a 2017 Board and Commissions City Council Interview Panel to conduct the May 2017 board applicant interviews. (C. Ehrlich, City Secretary) Council Comments Mayor Hogue asked Mayor pro tern Stephens if he would be willing once again to serve as the chair of the three councilmember interview panel for boards and commission's applicants. Mayor pro tern Stephens replied he would. Mayor Hogue also noted that Councilman Dahl and Councilwoman Arrington had also volunteered to serve on the panel. Mayor Hogue asked if there were any other Council members wishing to serve. No one volunteered. Council Action A motion was made by Councilwoman Culver, seconded by Councilman Forrester to appoint Mayor pro tern Stephens, Councilwoman Arrington, and Councilman Dahl as the 2017 Boards and Commission Interview Panel. A vote was taken and the motion passed 7-0. *Interview meeting dates are scheduled for Tuesday, May 30`h and Wednesday, May 315`from 5:30 p.m. -8:30 p.m. each night. An alternate date of Thursday, June 15t can be used in the event panel members are unable to attend one of the above dates. 2. Consider, and act upon, the appointment of a committee member to the City of Wylie City Council Subcommittee to represent the City of Wylie in meetings with the Wylie Independent School District City/Schools Partnerships Committee to replace William Whitney III and the re-appointment of Mayor Eric Hogue. (C. Ehrlich, City Secretary) Executive Summary Mayor Hogue explained the Wylie Independent School Board formed an advisory standing committee called City/School Partnerships. The committee consists of three WISD Board of Trustee members and three City of Wylie Council members. The purpose of the committee is focused on discussing existing and new partnerships between the Wylie Independent School District and the City of Wylie. William Whitney III was a member of the committee and with his term of office expiration, a new member must be appointed. Mayor Hogue commented that he was willing to serve again for his new term. Councilman Wallis and Councilman Forrester volunteered to serve on the committee as a replacement to Councilman Whitney. Minutes May 16, 2017 Wylie City Council Special Called Meeting Election Canvass Page 3 Council Action A motion was made by Councilwoman Arrington, seconded by Mayor pro tern Stephens to appoint Councilman Forrester to replace Councilman Whitney and re-appoint Mayor Hogue to the City of Wylie City Council Subcommittee to represent the City of Wylie in meetings with the Wylie Independent School District City/Schools Partnerships Committee. A vote was taken and the motion passed 7-0. READING OF ORDINANCE Title and caption approved by Council as required by Wylie City Charter,Article III, Section 13-D. City Secretary Ehrlich read the caption to Ordinance No. 2017-15 into the official record. ADJOURNMENT A motion was made by Councilwoman Arrington, seconded Councilman Dahl to adjourn the meeting at 6:33 p.m. A vote was taken and the motion passed 7-0.
