09-25-2017 (Historic Review) Minutes Wylie Historic Review Corrirrlission CITY OF WYLIE Minutes Wylie Historic Review Commission Monday, September 25,2017=6:00 pm Wylie Municipal Complex—Council Chambers 300 Country Club Road,Building 100 CALL TO ORDER Vice Chair Gary Taylor called the meeting to order at 6:00 PM and stated that a quorum was present. Commissioners present: Commissioner Sandra Stone, Commissioner Scott Cessna, Commissioner Joe Chandler, Commissioner Bob Heath, Sr, and Commissioner John Pugh. Commissioner Mandi Wilson was absent. Staff present: Renae' 011ie, Director of Development Services, and Administrative Assistant Mary Bradley. NOMINATE NATE CHAIR AND VICE CHAIR Nominate and motion for Chair. A motion was made by Commissioner Pugh, and seconded by Commissioner Heath, to nominate Commissioner Taylor as Chair. Motion carried 6—0. Nominate and motion for Vice -Chair A motion was made by Commissioner Pugh,and seconded by Commissioner Chandler, to nominate Commissioner Heath, Sr, as Vice Chair. Motion carried 6—0. CITIZENS COMMENTS Ms. 011ie welcomed the two new Commissioners; Commissioner Scott Cessna and Commissioner Joe Chandler. Chair Taylor opened the Citizens Participation. With no one approaching the Commissioners, Chair Taylor closed the Citizens Participation. CONSENT AGENDA 1. Consider and act upon approval of the Minutes from April 27, 2017, Special Called Meeting. A motion was made by Commissioner Stone and seconded by Commissioner Pugh, to approve the minutes as submitted. Motion carried 6—0. Minutes September 25,2017 Wylie Historic Review Commission Page 1 of 3 Regular Agenda Item 1 - 100 W.Jefferson Consider and act upon a recommendation to the City Council regarding a request for Substantial renovations of a residential structure in accordance with Ordinance No. 2013- 17, generally located at the northeast corner of Jefferson St. and Jackson St., and more specifically at 100 W. Jefferson within the Downtown Historic District. Staff Presentation Ms. 011ie stated that the applicant is requesting approval to demolish an existing shed type room and construct a 267 square foot new addition to the rear as well as an ADA accessible ramp. The structure is residential and the use is commercial office use. The room was originally a patio.The applicant will replace the asphalt composition roof with a standing seam metal roof and replace windows with a two pane per sash windows,as well as adding siding to match the existing structure.Brick veneer will be constructed on the new addition to appear as a period style brick foundation. The applicant desires to start construction in November/December, with a completion date in April/May 2018. Council will consider the item on October 10, 2017. � Board Discussion Mr. Jon Lewis, 135 Prairie View Drive, Murphy, stated that the renovation is just for the enclosed room on the eastside of the house in the back. The room was originally a patio, but approximately 1970's was enclosed, very poorly. The room is on the ground, uneven from the remaining existing structure and takes in water and is completely unusable. The room/porch will be demolished.The new addition will be architecturally pleasing with siding that matches, and will be on pier and beam leveling evenly with existing structure. Mr. Lewis gave a brief summary of the history for the property. The property was originally built in 1889 and sit at 301 N Ballard (current Brown House), and then was moved to current location for the construction of Brown House. The pro -rty does have a State Historical Marker, but the renovation is not significant to the house. Board Action A motion was made by Vice Chair Heath, and seconded by Commissioner Stone to recommend approval to the City Council regarding a request for Substantial renovations of a residential structure in accordance with Ordinance 2013-17, generally located at the northeast corner of Jefferson Street and Jackson Street and Minutes September 25,2017 Wylie Historic Review Commission Page 2 of 3 more specifically at 100 W Jefferson within the Downtown Historic District. Motion carried 6—0. Commissioner Stone questioned Staff regarding the renovation of property located at 308 N Ballard. Ms. 011ie stated that she will research and get back with the Commissioners. ADJOURNMENT A motion was made by Commissioner Stone, seconded by Commissioner Pugh to adjourn the meeting. All Commissioners were in consensus.
