Tuesday, April 13, 2004— 6:00 p.m.

Mayor Mondy called the meeting to order at 6:00 p.m. Council Members present were: Mayor Pro Tem
Eric Hogue, Councilman Chris Trout, Councilman Randal Shinn, Councilman Merrill Young, and
Councilman J. C.Worley. Councilwoman Reta Allen was absent.
Staffs present were: Acting City Manager, Mindy Manson, City Engineer, Chris Hoisted, Interim
Finance Director, Ron Hutchison; Library Director, Mignon Morse; Parks and Recreation
Superintendent, Bill Nelson; Public Information Officer, Mark Witter, and City Secretary, Carole
Ehrlich.
Mayor Pro Tern Hogue gave the invocation and Councilman Trout led the Pledge of Allegiance.
• Proclamation declaring May 2004 as Motorcycle Safety Awareness Month
Mayor Pro Tem Hogue presented members of the Junkyard Dawgs with a proclamation designating the
Month of May, 2004 as"Motorcycle Safety Awareness Month"for all motorists.
• Proclamation declaring April 11 — 17, 2004 as National Public Safety Telecommunications
Week
Mayor Pro Tem Hogue presented members of the Wylie Dispatch Department with a proclamation
designating April 11-17, 2004 as "National Public Safety Telecommunications Week". Fire Chief Shan
English was present to comment on the efficient and professional job the Wylie Dispatch Department
performs, 24 hours a day, 365 days a year. Employees of the Wylie Dispatch Department were present
to receive the proclamation.
There was no one present to address council.

A. Approval of the Minutes from the Wylie City Council Meeting on March 23, 2004 and the
Special Called Meeting on March 30, 2004.
B. Consider and act upon a request from Wylie resident Tony Molina to have a Cinco de Mayo
event at Community Park on Sunday,May 9,2004.
C. Consider and act upon approval of an ordinance establishing speed zones on FM 3412 (Brown
Street) from FM 1378 to SH 78.
D. Consider and act upon the approval of a resolution authorizing the Mayor to execute a
License Agreement between the City of Wylie and Dallas Area Rapid Transit for drainage
improvements for the Creek Hollow Subdivision.
Council Action
A motion was made by Mayor Pro Tern Hogue, seconded by Councilman Worley, to approve the
consent agenda as presented. A vote was taken and passed 6-0 with Councilwoman Reta Allen absent.
1. Consider and act upon a proposal from the Parks and Recreation Board to rename Quail
Meadow Park to "Friendship Park."
Staff Comments
Parks Superintendent Bill Nelson addressed council stating that at the August 25,2003 Parks and Recreation Board
Meeting,the board directed staff to explore the possibility of renaming Qnail Meadow Park with the input of Dodd
Elementary students. After discussions with Scott Winn,Dodd Principal,Mr.Winn collected nominations from the
students and forwarded them to staff. At the March 23, 2004 Park Board Meeting,the board voted 4-1 to rename
Quail Meadow Park to Friendship Park.
Council Discussion
Councilman Young asked Mr. Nelson if the policy for naming parks was not reserved for outstanding citizens?
Mr. Nelson explained that the park naming policy identified several criteria that could be used,including,naturally
occurring areas such as rivers,lakes and streams,man made features,land marks,historical landmarks,or living or
deceased national, state or community leaders.
Council Action .
A motion was made by Councilman Young, seconded by Councilman Worley to approve the proposed
name change of"Quail Meadow Park to "Friendship Park". A vote was taken and passed 6-0 with
Councilwoman Reta Allen absent.

2. Consider and act upon approval of the revised Rita and Truett Smith Public Library's
Internet Use Policy to add filtering to the library's computers.
Staff Comments
Library Director Mignon Morse addressed council stating that the Children's Internet Protection Act requires
public libraries to install Internet filtering software on all of its computers (public access and staff) if the library
uses federal money(ERATE)to purchase Internet access. (T-1 line) The deadline to have filters in place is July 1,
2004. City Council voted unanimously on March 23, 2004, to install filtering software. Staff has revised the
Internet Policy to include the filtering requirements and City Attorney Richard Abernathy has reviewed the policy.
Staff is presenting the revised policy with the filtering inclusion for Council approval. It was approved by the
Library Advisory Board on April 5,2004.
Council Discussion
Councilman Trout asked Ms.Morse if there would be a discount for the DSL lines if they were installed in lieu of
the T-1 line? Ms. Morse stated that there would be a discount but it would not be as substantial as the T-1 line
discount due to the reduced cost of the DSL lines.
Council Action
A motion was made by Mayor Pro Tern Hogue, seconded by Councilman Randal Shinn to approve the
revised Rita and Truett Smith Public Library's Internet Use Policy adding filtering to the library's
computers. A vote was taken and passed 6-0 with Councilwoman Reta Allen absent.
