Mayor Mondy called the meetingto order at 6:03 p.m. Council Members present were: Mayor Pro Tem Eric
Hogue, Councilman Chris Trout, Councilman Randal Shinn, Councilman Merrill Young, and Councilman J.
C.Worley. Councilwoman Reta Allen was absent.
Staffs present were: Acting City Manager,Mindy Manson and City Secretary, Carole Ehrlich.

Mayor Pro Tern Hogue gave the invocation and Councilman Trout led the Pledge of Allegiance.
There was no one present to address council.
Public Hearings
1. Hold the first of two Public Hearings for the annexation of a 185.1449 acre tract of land out of the
E.M. Price Survey,Abstract No. 725,the D. W. Williams Survey,Abstract No. 980, the Nathaniel
Atterberry Survey, Abstract No. 1099, and the William Sutton Survey, Abstract No. 860, Collin
County, Texas and the E. M. Price Survey, Abstract No. 1114, Dallas County, Texas, and
generally located at the northwest corner of Vinson Road and FM 544.
This annexation is at the request of the property owner. A zone change request is being processed concurrently
with the annexation,with a public hearing to be conducted on June 8,2004.
Staff Comments
Acting City Manager Mindy Manson addressed council stating this property annexation was at the request of the
property owner. She explained that before a municipality may begin annexation proceedings,the governing body of the
municipality must conduct two (2) public hearings at which time persons interested in the annexation are given the
opportunity to be heard. In compliance with state law, staff has prepared the following public hearing schedule:

Mayor Mondy opened the public hearing at 6:05 p.m.
Citizen Comments
Joe Aurelio, 409 Grant Drive, Wylie Texas addressed council stating that he would like an explanation to
why the City was proposing this annexation and what benefit it would have to the City and what the cost
would be. Mayor Mondy addressed Mr. Aurelio stating that the proposed annexation was at the property
owner's request. Mayor Mondy explained that there was no revenue estimate because no one knew what type
of housing would be constructed in the annexed area therefore no tax base could be estimated. Mayor Mondy
stated that nothing had been brou4ht forward to council pertaining to zoning issues as yet and therefore these
questions could not be answered other than to say that the property owner would like to be annexed into the
City. Ms. Manson stated that the proposal for zoning would go to the Planning and Zoning Board on the 18th
of May and would have its own pubic hearing and would not go to council until June. She went on to explain
that when annexation is requested of the City,two public hearings are required.
Craig Sword, 1117 Highridge Drive Wylie Texas, representing residents of the Twin Creeks sub-division
stated that the residents of Twin Creeks moved to Wylie for wide open country living and the low densities
of housing per lots. He stated that he and others had concerns about the densities of the proposed plans for
the Rice Tract that he had seen. He stated that these densities were 3 times denser than those in the Wylie
area. Other concerns residents had were: the run off to Cottonwood Creek, traffic flows, property values,
and City services. He stated that he wanted the area to remain with its wide open spaces and country charm.
He requested that the City Council and the Planning & Zoning Board consider reducing the density of the
Rice Tract to insure the quality of lifestyle that is currently enjoyed in Wylie.
Cheryl Smith, 948 Twin Oaks, Wylie Texas addressed council stating that she had some of the same
concerns as stated previously. She explained that she wanted to keep the wide open country atmosphere that
is currently there.
Nancy Hansen, 806 Meadow Drive addressed council stating that she also had concerns about a
development with high density housing.
2. Hold the first of two Public Hearings for the annexation of a 44.039 acre tract of land out of the
Francisco De La Pina Survey, Abstract 688 and the James Truett Survey, Abstract 920, Collin
County, Texas, and generally located north of Brown Street, east of Ballard Street.
Staff Comments
Acting City Manager Mindy Manson addressed council stating this property annexation was at the request of the
property owner. Should the City Council approve the proposed annexation,the property will be zoned as I (Industrial)
zoning to accommodate expansion of the North Texas Municipal Water Supply District. She explained that before a
municipality may begin annexation proceedings, the governing body of the municipality must conduct two (2) public
hearings at which persons interested in the annexation are given the opportunity to be heard. In compliance with state
law, staff has prepared the following public hearing schedule:

3. Hold the first of two Public Hearings for the annexation of a 14.7751 acre tract of land out of the
L.B. Outlaw Survey, Abstract No. 173, Rockwall County, Texas, and generally located east of
Troy Road, south of Sunrise Drive.
Executive Summary
Acting City Manager Mindy Manson addressed council stating this property annexation was at the request of the
property owner. Should the City Council approve the proposed annexation, the property will be zoned as A
(Agricultural). She explained that before a municipality may begin annexation proceedings, the governing body of the
municipality must conduct two (2) public hearings at which persons interested in the annexation are given the
opportunity to be heard. In compliance with state law, staff has prepared the following public hearing schedule:

A motion was made by Mayor Pro Tern Hogue, seconded by Councilman Shinn to adjourn the meeting at
6:20 p.m. A vote was taken and passed 6-0 with Councilwoman Allen absent.
