08-03-2004 (City Council) Minutes MINUTES Wylie City Council SPECIAL CALLED MEETING Tuesday, August 3, 2004, 6:00 p.m. Wylie Municipal Complex—Council Chambers 2000 State Highway 78 North CALL TO ORDER Mayor Mondy called the meeting to order at 6:00 p.m. Council Members present were:Mayor Pro Tern Eric Hogue, Councilman Chris Trout, Councilman Earl Newsom, and Councilman Merrill Young. Councilman J. C.Worley,Councilwoman Reta Allen,and Councilman Chris Trout were absent. Staffs present were: Acting City Manager, Mindy Manson; City Engineer, Chris Hoisted; Interim Finance Director, Ron Hutchison; Planning & Zoning Director, Claude Thompson; Community Services Director, Mike Sferra;Public Information Officer,Mark Witter,and City Secretary,Carole Ehrlich. INVOCATION&PLEDGE OF ALLEGIANCE Mayor Pro Tern Hogue gave the invocation and the Mayor Mondy asked for a moment of silence in lieu of the Pledge of Allegiance. CITIZENS PARTICIPATION There was no one present to address council. CONSENT AGENDA 4 All matters listed under the Consent Agenda are considered to be routine by the City Council and will be enacted by one motion. There will not be separate discussion of these items.If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. A. Consider and act upon granting an extension of time for the 2004/2005 proposed budget filing with the City Secretary from August 5,2004 to August 12,2004 as per the Home Rule Charter. Council Action A motion was made by Mayor Pro Tern Hogue, seconded by Councilman Newsom to approve the Consent Agenda as presented. A vote was taken and passed 4-0. Councilwoman Allen, Councilman Trout and Councilman Worley were absent. Mayor Mondy recessed the Regular Meeting at 6:04 p.m. Mayor Mondy convened into Work Session at 6:05 p.m. Council Members present were: Mayor Pro Tern Hogue,Councilman Newsom,Councilman Young,Councilwoman Allen,and Councilman Trout.Councilman Worley was absent. Minutes—August 3,2004 Wylie City Council Page 1 WORK SESSION • Budget Work Session Council/Staff Discussion Council and Staff reviewed the proposed budget for 2004-2005 in the areas of the Water/Wastewater Fund, Wylie Economic Development Fund, 4A and 4B Revenues and Expenditures,Utility Administration,Utility Billing,Engineering, Sewer,Combined Services,and Fleet Replacement Funds. Some of the areas Council requested clarification for were:Obtain copies of TTCarticles pertaining to Storm Water Controls, WEDC line item budget breakdown, a definition of the WEDC capital outlay, Admin split between WEDC and City Manager departments, refresh the Utility Fund, obtain a position opinion from Richard Abernathy, City Attorney and First Southwest pertaining to the Wastewater Treatment Plant, plan a GIS demonstration for council review,and review certain items in combined services.
