This development allows for a minimum residential lot size of 6,325 square feet. 3. Consider, and act upon, the appointment of a board member to the North Texas Municipal Water District (NTMWD) Board to fill an expired term of June 1, 2018 to May 31, 2020. (S. Storm, City Secretary) Executive Summary The Board of Directors of the North Texas Municipal Water District is a policy making body similar in nature to the City Council. The Board is responsible to both the State of Texas and to the member Cities for assuring that NTMWD operations occur in accordance with state and federal law, in alignment with NTMWD policy,and in the best interests of the Cities receiving services. 4. Consider, and act upon, the award of a professional services project order (PSPO) #W2018- 92-E for the 2018. Parks Open Space Master Plan, Braddock Park Master Plan and Parkside Park Master Plan to Dunaway Associates, L.P. in the amount of$201,720.00 and authorizing the City Manager to execute any necessary documents. Hayes, Purchasing Manager) Executive Summary The City of Wylie Parks, Recreation and Open Space Master Plan provides direction for the future development of parks and recreation facilities, and associated services. The current plan was adopted in 2010 by the City Council, and has been used to provide direction for developments. Plans are typically updated every 5-10 years depending on growth of the department. Hold a Public Hearing and consider, and act upon, a Replat for Railroad Addition, Lot 1R, Block 6; Being a Replat of Lots 1, 2, and 3, Block 6, establishing one lot on 0.557 acres, located on the southwest corner of Brown and 1s` Street (305-307 1st Street). RP 2018-02. (R. 011ie, Development Services Director) Staff Comments Development Services Director 011ie addressed Council stating the item is a replat request to reconfigure two lots to establish one lot on 0.557 acres. 011ie stated 20 notifications were mailed with no responses returned at the time of posting. During the public comments at the Planning and Zoning meeting, residents from the surrounding area spoke of concerns with on-street parking. The applicant stated that the WEDC will be paving the unimproved alley. Once the alley is paved, Citipointe will pave the rear of their property. The Commission voted 6-0 to recommend approval. Public Hearing Mayor Hogue opened the public hearing on RP2018-02 at 6:24 p.m. asking anyone present wishing to address Council to come forward. No one was present wishing to address Council. The purchase price of the parcels and easements will be presented for approval at a future Council meeting. Discussion The Board of Directors of the North Texas Municipal Water District is a policy making body similar in nature to the City Council. The Board is responsible to both the State of Texas and to the member Cities for assuring that NTMWD operations occur in accordance with state and federal law, in alignment with NTMWD policy, and in the best interests of the Cities receiving services. In accordance with the statute creating the District (Article 8280-141), the qualifications of a director include the following: "No person shall be appointed a Director unless he resides in the city from which he is appointed. No member of a governing body of a city and no employee of a city shall be appointed as a Director." Under other state law,no other government official that receives compensation could be appointed. NTMWD's existing Board (13 member cities) is comprised of individuals who have worked to represent their communities in other capacities and who have a solid understanding of municipal concerns to share with other Directors. Historically, Directors have dedicated from 10 to 30 years of service to the Board, thereby gaining experience and contributing the necessary leadership. This provides the maximum benefit in order to assure the city's needs are met in the most effective manner. All NTMWD programs provide service based on cost to serve, with all cities provided equal treatment. Therefore, NTMWD policy established by the Board of Directors affects cost, performance, and quality of service. The City of Wylie has two board members on the NTMWD Board; Mr. Marvin Fuller whose term expires May 31, 2018 and Mr. Bob Thurmond, Jr. whose tern expires May 31, 2019. NTMWD is requesting that by majority vote, the Wylie City Council reappoint Mr. Marvin Fuller or appoint another Director to serve a term from June 1, 2018 to May 31, 2020. Recommendation A motion to award a professional services project order (PSPO) #W2018-92-E for the 2018 Parks, Recreation and Open Space Master Plan,Braddock Park Master Plan and Parkside Park Master Plan to Dunaway Associates, L.P. in the amount of$201,720.00 and authorizing the City Manager to execute any necessary documents. Discussion The City of Wylie Parks, Recreation and Open Space Master Plan provides direction for the future development of parks and recreation facilities, and associated services. The current plan was adopted in 2010 by the City Council, and has been used to provide direction for developments. Plans are typically updated every 5-10 years depending on growth of the department. Due to the steady overall growth of the City, and especially the current high residential growth, a new plan is needed. The study will assess the current condition of parks and recreation facilities and programs, establish a vision for the future based on a needs assessment process, and provide a list of recommendations and budget requirements for the future. ($142,000.00) In addition to the overall Master Plan, Parks is requesting two park conceptual designs for the Braddock Park(1300 Elm Drive) and Parkside Park(2106 Lakefield Drive). These designs will provide a layout for park amenities, and will assist staff and the Parks and Recreation Board to determine the direction for future development for those parks. ($30,000.00 each) In accordance with Government Code 2254, staff has completed a comprehensive review of the submittals for Category D (Landscape Architecture), and has deemed Dunaway Associates, L.P. to be the most qualified for these projects. Dunaway Associates completed the Wylie Trails Master Plan in 2012 and the design of both phases of the Municipal Complex Trail. Those projects have been completed on time and on budget providing the needed framework for trail development within the parks system. Staff members with Dunaway Associates have also been involved with the master plan completed in 2002 with a previous firm,providing some consistency in the review of parks and recreation facilities (Rev 01/2014) Page 1 of 2 Page 2 of 2 and programs. Dunaway Associates has recently performed successful master plan projects for the following local communities: City of Prosper, Town of Little Elm, and the City of Farmers Branch. Dunaway Associates received the Texas Recreation and Parks Society Planning Excellence award in 2016 for the plan produced for the City of Farmers Branch. Staff recommends the award of this agreement in the amount of$201,720.00 for the 2018 Parks, Recreation and Open Space Master Plan, Braddock Park Master Plan and Parkside Park Master Plan.
