CALL TO ORDER
Chair Gary Taylor called the meeting to order at 6:05 PM and stated that a quorum was
present. Commissioners present: Commissioner Scott Cessna, Commissioner Joe
Chandler, and Commissioner Bob Heath, Sr., Commissioner John Pugh, and
Commissioner Sandra Stone. Commissioner Mandi Wilson was absent.
Staff present: Renae' 011ie, Director of Development Services, and Administrative
Assistant Mary Bradley.
CITIZENS COMMENTS
Chair Taylor opened the Citizens Participation. With no one approaching the
Commissioners, Chair Taylor closed the Citizens Participation.
CONSENT AGENDA
Consider and act upon approval of the Minutes from October 26, 2017, Special
Called Meeting.
A motion was made by Commissioner Stone and seconded by Commissioner Pugh, to
approve the minutes as submitted. Motion carried 6 —0.

Consider and act upon a recommendation to the City Council regarding a request for
Substantial renovations of a residential structure in accordance with Ordinance No. 2013-
17, generally located at the northeast corner of Jefferson St. and Jackson St., and more
specifically at 100 W. Jefferson within the Downtown Historic District.

Ms. 011ie stated that the Commission approved similar plans in September of 2017.
However, due to historical marker on the structure, the renovations must meet the
Secretary of Interior's Standards for Rehabilitation.
In an effort not to jeopardize the state designation, the applicant is submitting
modifications to the original scope of work. The modifications include replacing
asphalt shingles instead of standing seam replacing the mid-century side addition
with larger shed roof, and replacing the windows with reproduction double pane
sash wood frame. The ramp originally approved will not be constructed.
Board Action
With no questions for the applicant, a motion was made by Commissioner Stone,
and seconded by Vice Chair Heath to recommend approval to the City Council
regarding a request for Substantial renovations of a residential structure in
accordance with Ordinance No. 2013-17, generally located at the northeast corner
of Jefferson St. and Jackson St., and more specifically at 100 W. Jefferson with the
Downtown Historic District. Motion carried 6 —0.
ADJOURNMENT
A motion was made by Vice Chair Heath, seconded by Commissioner Chandler to adjourn

Discussion
Owner: Blake & Rebekah Herpeche
The owners of the subject property have recently purchased the subject property and will reside on premises as
well as conduct an in-home occupation. The owners will operate a hair salon within a portion of the residential
dwelling. Because there will be a business open to the public, an ADA accessible ramp is required.
The applicant/owner is proposing to construct the ramp on the north side of the house, adjacent to Brown Street.
The Arts & Craft style home was previously a landscaping business prior to the current use. The wrought iron
columns and rails were replaced with period appropriate columns and rails in 2015.
A pole sign is also shown and will meet the current regulations of the sign ordinance (16 sf maximum) for the
Downtown Historic District. A sign permit must be submitted to Building Inspections and approved prior to the
sign being installed. The applicant is not proposing any other exterior work.

Owner: Wylie Economic Development Corporation Applicant: Charles A. (Mac) McClure, CCIM,

McClure Partners is seeking approval to construct a residential structure for commercial office use. The
applicant had obtained approval through the Commission and Council in 2017 to construct a two story prairie
style structure, but has since modified the plans to a single story.
The proposed structure has a masonry exterior and will be 3,222 square feet, with a 526 sf covered porch, and a
424 sf patio. Front porch depth is 7'-11". Railing around porch is a 30' high wall with cast stone cap. There will
be an ADA compliance ramp on the front and back of the structure.
Per Section 6.3.E.4.c(4) allows some flexibility in parking requirements for commercial uses over 4,000 sf. A
minimum of 50% of the required parking shall be on site; up to 25% of the required can be on-street. The
remaining parking can be located at a facility within 1,000 feet of the site. There is a City owned free parking
lot immediately to the south of the subject tract. 5 on-site parking spaces are required for the subject
development based on the aforementioned regulations.
The primary roof will be an 8/12 gable roof. According to Virginia Savage McAlester's book A Field Guide to
American Houses, gable roofs replaced the more typical hipped roofs. High style examples typically have both
front facing and side gables, each with exaggerated eave overhangs. Vernacular examples usually have simple
front or side gables. Identifying features of the Prairie Style are low-pitched roof, usually hipped, with widely
overhanging eaves that typically are boxed.
