Wylie City Council and WISD Joint Subcommittee Meeting
Tuesday, May 6, 2008 — 7:00 A.M.

CALL TO ORDER
City Council members present were Council Member/Subcommittee Chair Rick White; and
Council Member David Goss. Mayor John Mondy was absent. WISD School Board members
present were WISD Trustee/School Subcommittee Chair Susan Shuler; WISD Trustee Ronni
Fetzer; and WISD Trustee Baron Cook. Also in attendance were City Manager Mindy Manson
and Superintendent of Schools Dr. John Fuller.
PRESENTATIONS & DISCUSSION
1. Approval of the Minutes from March 4, 2008 (City Subcommittee Members Only).
The minutes presented were approved with no additions or corrections.
2. Discussion regarding methods of communicating ordinance which prohibits the use of
cell phones in school zones.
City Manager Mindy Manson discussed the passage of Ordinance No. 2008-19 prohibiting the
use of handheld cell phones within school zones in the city of Wylie. Ms. Manson indicated that
the public would be notified through the use of signs near each school and publication in the city
E-Wylie newsletter prior to the start of the school year. The subcommittee also discussed adding
the information to the new student packets distributed by WISD.
3. Discussion regarding the status of City and WISD construction projects.

The Subcommittee discussed the status of respective projects. City representatives discussed
road construction and the status of other city projects, including the library, city hall and
recreation center. WISD representatives discussed some of the upcoming needs/objectives of the
school district, including the issuance of additional bonds. The first project from bond issuance
would be to finish out Wylie East High School. WISD anticipates that there will be 800 students
at WEHS through 2010/2011, with the first full four year class in 2011/2012. WISD
representatives indicated that there would most likely not be any new projects in the coming
year.
4. Feasibility of a Teen Court.
The Subcommittee discussed the potential for a Teen Court in Wylie. WISD Chair Susan Shuler
discussed how a Teen Court could benefit the teens in Wylie. The Subcommittee discussed
possibly utilizing such a program through the Justice of the Peace Office.
5. Discussion of possible time change for WISD schools.
WISD representatives detailed potential time changes for the schools and explained that the
decision would be going before the School Board in June for final approval. The change would
allow for 45 minutes between the start times of the elementary schools, intermediate/junior high
schools, high schools, and special programs center.
6. Future meetings and Joint Meeting between WISD Board and City Council.
The Subcommittee agreed that the next meeting would take place at the Wylie ISD Educational
Center on August 5, 2008 at 7:00 a.m. The Joint Meeting between the full WISD Board and City
Council was scheduled for 7:00 p.m. on October 6, 2008 with the location to be determined.
