Commissioners present: Commissioner Scott Cessna, Commissioner Joe Chandler, Commissioner John Pugh, Commissioner Sandra Stone, Commissioner Deborah Hall and Commissioner Kevin Finnell. Staff present: Jasen Haskins, Senior Planner,Kevin Molina,Planner,and Administrative Assistant Mary Bradley. NOMINATE CHAIR AND VICE CHAIR Nominate and motion for Chair. A motion was made by Commissioner Finnell, and seconded by Commissioner Chandler, to nominate Commissioner Taylor as Chair. Motion carried 7—0. Nominate and motion for Vice- Chair A motion was made by Commissioner Pugh, and seconded by Commissioner Cessna,to nominate Commissioner Stone, as Vice Chair. Motion carried 7—0. CITIZENS COMMENTS Chair Taylor opened the Citizens Participation. With no one approaching the Commissioners, Chair Taylor closed the Citizens Participation. CONSENT AGENDA Consider and act upon approval of the Minutes from March 22, 2018, Special Called Meeting. A motion was made by Commissioner Finnell and seconded by Commissioner Stone, to approve the minutes as submitted. Motion carried 7—0. Regular Agenda Item 1 - 114 N Ballard Minutes August 23,2018 Wylie Historic Review Commission Page 1 of 4 Consider and act upon a recommendation to the City Council regarding a request to construct an Accessory Structure in the rear yard for commercial uses (Bold BBQ) on a single lot within the Downtown Historic District,located within the Railroad Addition,Block 18,Lot 14(114 N.Ballard Ave). Staff Presentation Mr. Haskins stated that owner of the property intends to remodel interior space for a sit down Barbeque Restaurant. The proposal is for an accessory structure to the rear of the building to house barbeque pit. The proposed exterior material for the accessory structure is metal panels up to four feet in height and then transition to screen. The structure is approximately 600 square feet and 11 feet in height. The proposed structure will not be visible from Ballard, but visible from Marble and will sit five feet from the side property line. Board Discussion Commissioner Hall questioned the function of the accessory structure. Mr. Bryan Rogers, Better Design Resources, 511 Rustic Place, representative for the applicant, stated that the function will be to have storage and to place one steel smoker pit. There will be no air conditioner but a fan will be on the ceiling. The smoke stack would extend above the existing buildings. Mr. Rogers also stated that he was flexible for the exterior material for metal If the restaurant has a need for expansion and moves to another location, the accessory structure can be used as covered parking, once the steel smoke stack is removed. Commissioners questioned the definition of the material for the screen. Mr. Rogers stated that the screen would be the same for an enclosed porch, but not chicken wire, but similar to screendoor to allow an airflow. Commissioners questioned the location of the exhaust fan blowing. Mr. Rogers stated that the exhaust fan is over the double doors blowing out into the alley, which is the east side of the property. Commissioners questioned the roof pitch. Mr. Rogers stated that the roof can be flat roof, which would be 1:12, to blend in with the surrounding existing structures. Commissioners expressed concern of the property size. Staff will research to confirm that the property size and get with the applicant. Board Action A motion was made by Commissioner Cessna, and seconded by Commissioner Hall, to recommend approval to City Council the accessory structure with metal panels with 1:12 flat pitch roof. Property located within the Railroad Addition, Block 18, Lot 14 (114 N. Ballard Ave). Motion carried 6— 1, with Chair Taylor voting in opposition. Item 2—307 N Jackson Consider and act upon a recommendation to the City Council regarding a request for the addition of a ramp to a residential structure on a single lot within the Downtown Historic Minutes August 23,2018 Wylie Historic Review Commission Page 2 of 4 District, located within the Brown and Burns Addition, Block 7, Lot 38A(307 N Jackson Ave). Staff Presentation Mr. Haskins stated that the owners will reside, and operate a beauty salon within a residential structure. An ADA accessible ramp is required due to commercial use. The applicant/owner is proposing to construct the ramp on the north side of the house, adjacent to Brown Street. Staff would require having the ramp outside the easement. A pole sign is also requested, the sign will meet the current regulations of the sign ordinance for the Downtown.Historic District. Board Discussion Commissioners expressed concern for the safety having the ramp on Brown Street. Mr. Blake Herpeche, 307 N Jackson Avenue, applicant/owner for the subject property, stated that the intent is not to obscure the view of the front of the home by adding the ramp The Commissioners recommended putting the ramp on the eastside of the house, coming out onto Jackson. Mr. Herpeche was in agreement of moving the ramp to come out onto Jackson. Chair Taylor questioned the spindles for the ramp. Mr. Herpeche stated the spindles will be period style and match the current spindles on the existing railing in front of the house. The Commissioners had no problem with the sign. Board Action A motion was made by Vice Chair Stone, and seconded by Commissioner Chandler to recommend approval to the City Council regarding a request for an addition of a ramp out on. Jackson Avenue, on the eastside of the house, the spindles be period style and recommend approval of the sign. Property located within the Downtown Historic District, being Lot 38A, Block 7 of Brown and Burns Addition(307 N Jackson Ave.) Motion 6 -1, with Chair Taylor abstaining. Item 3—105 N Jackson Avenue Consider and act upon a recommendation to the City Council regarding a request to construct a new Prairie Style residential structure for commercial uses on a single lot within the Downtown Historic District, located within the Keller's 1st Addition, Block 2, Lot 3 (105 N. Jackson Ave). Staff Presentation Mr. Haskins stated that the applicant is proposing a residential structure for commercial office use. The applicant had obtained approval through the Commission and Council in 2017 to construct a two-story prairie style structure, but has since modified the plans to a single story. The proposed structure will be 3,222 square feet,with a 526 square feet covered porch, and 424 square feet patio. The exterior material will be masonry. The primary roof will be an 8:12 gable roof. The railing around porch will be 3 feet high, and an ADA compliance ramp on the front and back of the structure. Box 2935, Wylie, owner/applicant for the subject property, stated that the construction plans were not in compliance with the State of Texas Architectural Code Requirements. The recommendation was to propose a single story structure for an office use. Commissioners discussed in length the exterior material being brick, roof pitch was 8:12 and style of the structure was not Prairie Style. After discussing with the applicant, the Commissioners recommended to table the item, in order for the applicant/owner can revise the plans to have a single-story Prairie Style,with roof pitch of 6:12 with gables,and wood exterior material. Board Action A motion was made by Vice Chair Stone, and seconded by Commissioner Pugh, to table until September 27, 2018, to revise the roof to hip gables, wood exterior and single-story Prairie Style one-story residential structure.. The applicant is presenting three elevation options for the front façade. All options consist of composite masonry material with a wood pattern, columns and railings defining covered porch.
