The Council met in regular session and was called to order at 7 pm by the Mayor. All
members were present vig: Geo W Housewright Mayor, Jeff Knight, Chas L Hillis, EH
Daniel, D Story and CJ Marrs, Alderman, WF Duncan City Atty, LF Hayes Clerk. The
minutes of the previous meetings, regular and called were read and approved.
The following were appointed as Equalization Board: JJ Holloman, CM Gallagher and IF
Brooks. L F Hughes and ER Daniel were appointed to assist these gentlemen if needed.
It was regularly moved and seconded that the rate of Assessing and collecting City Taxes
be changed from 4% and 3% to 3% and 2% respectively. The motion carried.
It was regularly moved and seconded that ER Daniel be paid at this time for assessing the
City Taxes for 1923, the assessing having been complete and that the rate of pay be figured at
3%. The motion carried. And the Secy was instructed to issue voucher covering the amount
which was $153.86, being 3% of$410,287.00 the amount of assessments.
The following bills were then read, allowed and ordered paid: $15.00 to EJ Tidwell for
hauling 15 loads gravel and placing it in mud hole on Oak Street near the Santa Fe right of
way line. $2.26 in favor of the Secy for receipt books, files, postage Etc.
The subject of Contractors using the city grader and charger for its use was then
introduced. It was regularly moved and Seconded that a charge of$1.00 per day be made to
contractors or other parties not working directly for the City, except where suitable
arrangements are made otherwise with the council or with the Street Committee.
There appeared before the Council at this instant Mr. Todd who explained that he had
come to ask permission for the Ku Klux Klan to stage a parade in this city at some future
date. He then explained the purposes of the Klan, outlining briefly that it stood for law and
order. The suppression of crime and immorality, Etc. and said that he felt certain peace and
order would be maintained in the city during the performance. Where upon motion was duly
made and seconded that the Klan be allowed to parade in this City at some future time
whenever they were ready. Motion carried and the Secy was instructed to furnish Mr Todd
an official Statement of this action of the council. Copy of this statement is now on file in the
Secy's office.
Attention was then called to the fact that the Street Taxes of some of the citizens remain
unpaid. There being a penalty for non-payment of Street Taxes after May 1st, the Secy was
instructed to notify all delinquents to pay $5.00 to the City instead of $3.00 or hold
themselves in readiness for duty at working on the streets for 5 days when called upon.
There being no further business, the council adjourned.
