CALL TO ORDER
Chair Gary Taylor called the meeting to order at 6:03 PM and stated that a quorum was present.
Commissioners present: Commissioner John Pugh, Commissioner Deborah Hall and
Commissioner Kevin Finnell. Commissioners absent: Commissioner Scott Cessna, Commissioner
Joe Chandler and Commissioner Sandra Stone.
Staff present: Renae 011ie, Development Services Director, and Administrative Assistant Mary
Bradley.
CITIZENS COMMENTS
Chair Taylor opened the Citizens Participation. With no one approaching the Commissioners,
Chair Taylor closed the Citizens Participation.
CONSENT AGENDA
Consider and act upon approval of the Minutes from August 23,2018, Special Called
Meeting.
A motion was made by Commissioner Hall and seconded by Commissioner Pugh, to approve
the minutes as submitted. Motion carried 4—0.
Regular Agenda
Item 1 —105 N Jackson
Remove from Table
Commissioner Finnell made a motion to remove the discussion regarding 105 N
Jackson. Commissioner Hall seconded the motion and a vote was taken and passed 4
—O.
Consider and act upon a recommendation to the City Council regarding a request to
construct a new Prairie Style residential structure for commercial uses on a single lot within

the Downtown Historic District, located within the Keller's ls` Addition, Block 2, Lot 3
(105 N. Jackson Ave).
Staff Presentation
Ms. 011ie stated that the item was postponed from the meeting on August 23, 2018,
due to concerns of the roof pitch, and exterior materials. The applicant is submitting
three drawings with various elevations,with porch in the front with railings,and brick
exterior.
One of the options proposing a roof pitch of 5:12 around the perimeter edge. Chair
Taylor questioned the roof pitch, and asked for clarification on the style home. When
application was initially submitted the style of the home was Prairie Style.
Mr. Mac McClure, P.O. Box 2935, Wylie, owner/applicant for the subject property,
stated that the Prairie Style House went away, and the options before the
Commissioners is similar to existing houses in the neighborhood. Chair Taylor stated
that the options still propose an 8:12 roof pitch on a non-defined house. Mr. McClure
expressed desire to have ability of standing up in attic when working on HVAC unit.
Ms. 011ie explained the purpose of the Commission to Mr. McClure, and stated that
the Commission was not charged to confirm that the plans match the existing
properties. The plans must meet specific guidelines within the Zoning Ordinance and
protect the historic area. The plans that the Commissioners are currently considering,
are not period style and do not meet the guidelines within the Zoning Ordinance.
Board Action
Commissioner Hall made a motion to postpone the consideration for 105 N Jackson
Avenue until November 1, 2018. Commissioner Finnell seconded the motion and a
vote was taken and carried 4—0.
ADJOURNMENT
Commissioner Hall made a motion to adjourn the meeting. Commissioner Pugh seconded the
motion and all Commissioners were in consensus.
