Commissioners present: Commissioner Scott Cessna, Commissioner Joe Chandler, Commissioner Kevin Finnell, Commissioner Deborah Hall and Commissioner John Pugh. Chair Gary Taylor was absent. Staff present: Jasen Haskins, Senior Planner, and Kevin Molina, Planner. CITIZENS COMMENTS ON NON-AGENDA ITEMS No Citizens were present wishing to address Commissioners. CONSENT AGENDA A. Consider, and act upon, approval of the Minutes of December 3, 2018, Special Called Meeting of Wylie Historic Review Commission. Council Action A motion was made by Commissioner Pugh, and seconded by Commissioner Finnell to approve the December 3, 2018, Special Called Meeting as presented. A vote was taken and passed 6—0. REGULAR AGENDA 1. Consider and act upon a recommendation to the City Council regarding the approval for substantial renovations in accordance with ordinance No. 2013-17 for the remodel of a residential structure, generally located at the northeast corner of W. Oak St. and Birmingham, and more specifically at 210 W. Oak St.within the Downtown Historic District. Staff Comments Mr. Haskins stated that the property owner is proposing exterior and interior renovations to an existing structure in order to open and operate a food establishment. Minutes January 24,2019 Wylie Historic Review Commission Page 1 Renovations include installation of new tempered safety glass, new entry/exit door with windows, new trim parapet cap on built-up parapet wall over existing CMU wall, new tin roof on existing framing material. Staff's opinion is the proposed renovations do meet the spirit of the historic rustic look. Board Discussion Commissioner questioned if there would be any changes to the existing exterior facade. The applicant, Mr. Clint Linke, 921 Santiago Trail, Wylie, stated that a clear coat over the red paint will be painted on the exterior facade. Mr. Linke stated that a sign will be hung, windows replaced, and parking spaces striped. The restaurant will seat 41 diners, with no drive-through capability, but allows patrons to have take-out food. A custom-built smoker, with a 500-gallon tank will be in the back of the building, The smoker is flat and will not be visible from streets,behind the gates. Mr. Linke asked if the existing poles can be used for a pole sign. Staff responded that pole signs are prohibited. Mr. Linke stated that if a pole sign was not allowed,he would remove the poles. Staff stated that due to lack of work on the property for several years, an application to the Historic Review Commission was required for the applicant to move forward on the renovations. Discussion Owner/Applicant: Richard Parker, The property owner is proposing exterior renovations to an existing metal frame building in order to enhance the aesthetic look of the building. Renovations include constructing a new parapet wall three feet in height to cover the existing 1/12 pitch roof slope. The owner will also install 8x8 cedar beams under the parapet to enhance the street facade. The existing metal panels will be covered with light cedar horizontal siding of 4" — 5" in width in accordance with the zoning ordinance. The owner desires to begin as soon as possible. Council consideration 04-09-19 Approved By Initial Date Department Director RO 03-19-19 Page 1 of 1 2-15-19 Renae, Richard and I have purchased the building at 102 Jackson. This is an old metal frame building that is an eyesore in downtown. The building itself is strong. The inside is in good shape and it received a new roof after the hail storm. We are very happy with the current condition of the building. What needs addressing is the front of the building. We want to enhance the front. The two main issues with the front are as follows: 1. The roof has 1/12 pitch. Therefore,from the center to the end of the building it only falls 28 inches over 28 feet. See diagram 1.As you can see this is not aesthetically pleasing. After meeting with a designer we have come up with a parapet front that will be 3 feet tall(see diagram 2). As you can see this will cover the slope which is needed to make this building look better. The parapet will be metal and will be grey. 2. The other issue is the white R panel in the front of the building. Our solution is to cover it with cedar. To enhance this look we will add 8x8 cedar beams underneath the parapet(see diagram 3). These will be non-load bearing beams which will enhance the look and match the cedar on the building covering the white panel. I know we don't need to do these upgrades to rent this space. However, I want this building to look good and for me to get a quality long term tenant I feel I need to fix the eye soar and this is accomplishing that. When complete I feel this will be one of the biggest improvements to downtown in some time. It will also be very easy to do. I have attached my plans to this. Discussion Owner/Applicant: Ashish Patel The property owner is proposing to renovate/rebuild an existing garage structure and construct a new structure for a commercial use. The proposed plans indicate vertical siding and the applicant has stated that the siding will be 5" in width. The Ordinance requires horizontal siding of 4" — 5" in width. In accordance with Section 6.3.E.5.b., street facades should incorporate: b. Street Facade—Residential Structures (1) Residential structures within the Downtown Historic District shall have the following basic features of existing residential structures in the district, as appropriate to the architectural style of the building. These features are depicted in the following illustration for definitional purposes. (a) Covered porches integrated into the front facade of the main structure; (b) Multiplicity of roof forms; (c) Columns and railings defining porch; (d) Windows with multiple lights; (e) High pitch roof lines; and (f) Architectural detailing of gables, window and door casings, cave lines, and foundations. (2) Residential structures shall face the main street. (3) Residential structures that have a room projecting from the primary line of the front facade shall have a covered porch across the inset portion of the facade. (4) Residential structures which do not have any projecting rooms shall have a covered porch Page 1 of 2 Page 2 of 2 across at least two thirds of the width of the facade. (5) Porches on residential structures shall be covered with a roof that is integral to the main roof of the structure, or covered with a roof that is a substantial architectural element integral to the design of the front facade. (6) Porches shall have columns and railings around the edge of the porch except for the entrances steps. (7) Choice of color for the primary facade, various architectural elements, or details shall be in conformance with the color scheme appropriate for the architectural style of the residential structure. (Sherwin Williams Preservation Palette, Valspar Historic Color Palette or equal would be an approved color palette) And should incorporate at least two of the following design standards: (8) In addition to the above all residential structures shall have at least two of the following desirable design features as appropriate: (a) Use of skirting along the base of the building, in a manner appropriate to the architectural design of the building; Skirting materials shall be durable, suitable for exterior exposure, and installed in accordance with the manufacturer's installation instructions. Skirting shall be secured as necessary to ensure stability, to minimize vibrations, or minimize susceptibility to wind damage; or (b) Use of foundation plantings to soften and conceal the foundation; or (c) Use of architectural detailing appropriate to the architectural style of the building. Architectural detailing includes but is not limited to elements such as carving in porch rails, turned stiles, use of ornamentation around windows, doors, cave lines, porches, and decorative windows and materials within gables. The applicant has submitted various options, with no definite elevation of choice. If approved, the applicant will have to bring the site up to current code prior to the issuance of a Certificate of occupancy. This includes but is not limited to new concrete driveway & access from Ballard. In addition, the property owner will be pouring new concrete parking spaces to be accessed from the newly constructed alley. 6 parking spaces shall be 10x20.
