12-03-2018 (Historic Review) Minutes Wylie Historic Review Commission CITY OF WYL[E Minutes Special Called Meeting December 3,2018—6:00 p.m. Wylie Municipal Complex—Council Chambers 300 Country Club Road,Bldg. 100 Wylie,TX 75098 CALL TO ORDER Chair Gary Taylor called the meeting to order at 6:05 PM and stated that a quorum was present. Commissioners present: Vice Chair Sandra Stone, Commissioner Scott Cessna, Commissioner Joe Chandler,and Commissioner John Pugh. Staff present: Rena 011ie, Development Services Director,and Mary Bradley,Administrative Assistant. n•� CITIZENS COMMENTS ON NON-AGENDA ITEMS No Citizens were present wishing to address Commissioners. CONSENT AGENDA A. Consider,and act upon,approval of the Minutes of November 5,2018,Special Called Meeting of Wylie Historic Review Commission. Council Action A motion was made by Vice Chair Stone, and seconded by Commissioner Chandler to approve the November 5, 2018, Special Called Meeting as presented.A vote was taken and passed 5—0. REGULAR AGENDA 1. Consider and act upon a recommendation to the City Council regarding the approval for substantial renovations in accordance with ordinance No. 2013-17 for the remodel of a residential structure, generally located at the northeast corner of W. Jefferson St. and Cottonbelt Ave, and more specifically at 306 W.Jefferson St. within the Downtown Historic District. Staff Comments Mei Ms.011ie stated that the property owner is proposing exterior and interior renovations to the house located 306 W.Jefferson Street.The house will be in conformance with the Downtown Historic District,with the renovations. The existing aluminum siding will be replaced with engineered wood siding/LP Smartside siding, and will be between four and five inches in width. Ms. Marnie McDorman, owner/applicant, 68 Seis Lagos Trail, Wylie stated that the porch will remain. The vinyl siding will be replaced with hardiboard Smartside siding. Five of the windows in the back will be replaced with a back door and one of the front doors will be removed. Council Action A motion was made by Vice Chair Stone,seconded by Commissioner Pugh to recommend approval to the City Council for the renovations for the property located 306 W.Jefferson Street, for the removing of five windows in the back,and removing one of the front doors.A vote was taken and the motion passed 5 -0. 2. Consider and act upon a recommendation to the City Council regarding a request to construct a new Folk Victorian residential structure on a single lot within the Downtown Historic District, located within the Railroad Addition, Block 6, Lot l0a (310 N. Ballard Ave). Staff Comments Ms. 011ie stated that the owner/applicant is proposing to construct a new residential structure on a single lot. The proposed structure will have Folk Victorian shotgun characteristics such as front gabled forms with Victorian detailing, including the railings around the porch, two-story section at the rear that resembles the hump on a camel's back. The plans show a detached garage located to the south. The ordinance requires garages and accessory structures to be located in a separate structure behind the rear edge of the main structure. Due to the lot being narrow and the property being a corner lot.The applicant is requesting the garage to be to the south and not the rear,and will sit about 11 feet from the structure on the adjacent lot. Mr. Dale Wamstad, 14307 Hughes, Dallas,owner/applicant of the property,requested the Commissioners to reject the second floor, measuring 1,000 square feet single family residential structure. Council Action A motion was made by Vice Chair Stone, seconded by Commissioner Chandler to recommend approval to the City Council for the new Folk Victorian residential structure, being maximum 1,000 square feet one-story structure, and the garage be placed as platted. Property located at 310 North Ballard Avenue. A vote was taken and the motion passed 5—0.
