Commissioners present: Commissioner Scott Cessna, Commissioner Joe Chandler, Commissioner Kevin Finnell and Commissioner John Pugh. Commissioners Absent: Chair Gary Taylor and Commissioner Deborah Hall. Staff present: Renae 011ie,Planning Director and Mary Bradley,Administrative Assistant. CITIZENS COMMENTS ON NON-AGENDA ITEMS No Citizens were present wishing to address Commissioners. CONSENT AGENDA A. Consider, and act upon, approval of the Minutes of January 24, 2019, Special Called Meeting of Wylie Historic Review Commission. Council Action A motion was made by Commissioner Finnell, and seconded by Commissioner Chandler to approve the January 24,2019, Special Called Meeting as presented. A vote was taken and passed 5—O. REGULAR AGENDA Ms. 011ie stated that when Commissioner is not attending a meeting, the absentee has the option to send in their comments, but not vote on the item. Chair Taylor has submitted written comments on all three items. The Commissioners must make a motion to either allow or disallow the comments. A motion was made by Commissioner Cessna, and seconded by Commissioner Pugh to accept and hear the comments from Chair Taylor. A vote was taken and passed 5—0. 1. Oak St. and west of S. Jackson, and more specifically at 102 S.Jackson within the Downtown Historic District. Staff Comments Ms 011ie stated that the property is located at 102 South Jackson. The applicant is proposing exterior renovations to an existing metal frame building, including constructing a new parapet wall three feet in height to cover the existing 1:12 pitch roof slope. To enhance the street façade eight-by-eight cedar beams under the parapet will be installed. The existing metal panels covered with light cedar horizontal siding that meet the requirements within the zoning ordinance. Board Discussion Ms 011ie read Chair Taylor's response, which expressed concern for visibility of the building from the back. The proposed renovations to the front only. Mr. Parker, applicant for the request, stated that the desire is to give the building a facelift, however the renovations are not an requirement. The Commissioners discussed the style and period of the building. Ms. 011ie stated that according to the ordinance, the property is non-contributor to the historic district, due to the character of the building. The building is not a non-conforming building, as it is not vacant. Mr. Parker stated that he respectfully requests to withdraw the request, and may submit a revised plan for the whole building, not just the front façade. Commissioner Action A motion was made by Commissioner Finnell, seconded by Commissioner Chandler to approve the withdrawal at the applicants request for the property located at 102 S. Jackson. A vote was taken and passed 5 —0. 2. Consider and act upon a recommendation to the City Council regarding the approval for substantial renovations in accordance with ordinance No. 2013-17 for the remodel of an existing residential structure, generally located south of W. Brown between N. Cottonbelt Ave and N Keefer St, and more specifically at 301 W. Brown St. within the Downtown Historic District. Staff Comments Ms 011ie stated that the property owner is proposing exterior and interior renovations to an existing residential structure and will continue as a residential use. Renovations to the exterior include removing a window on the north and replace with wood siding to match. A side exterior door on the east-facing wall will be removed and replaced with wood siding to match. A rear exit door and window will also be relocated to create a new rear exit and single window. Existing vinyl siding will be removed to expose the original wood siding. If the siding is damaged, new horizontal wood or a wood pattern between 4" 5"in width will be installed. Board Discussion Minutes March 28,2019 Wylie Historic Review Commission Page 2 Ms. 011ie stated that Chair Taylor questioned if the original wood siding was in bad shape, what was the desire. Ms. 011ie stated that new horizontal wood siding will be installed, and will meet the ordinance requirements. Commissioners questioned if the garage will remain and be remodeled. Mr. Daniel Heath, 301 W Brown, applicant for the subject property, stated that the garage will remain and new siding will be installed. Commissioner Action A motion was made by Commissioner Pugh, seconded by Commissioner Finnell to recommend approval to the City Council regarding the approval for substantial renovations in accordance with ordinance No. 2013-17 for the remodel of an existing residential structure, generally located south of W. Brown between N. Cottonbelt Ave and N Keefer St, and more specifically at 301 W. Brown St. within the Downtown Historic District. A vote was taken and passed 5 - 0. 3. Consider and act upon a recommendation to the City Council regarding a request to construct a new residential type structure for a commercial use, generally located south of W. Brown, east of Ballard, and more specifically at 308 N. Ballard, within the Downtown Historic District. Staff Comments Ms 011ie stated that the property owner is proposing to renovate/rebuild an existing garage structure and construct a new structure for a commercial use. A residential structure is on the property, and the use is commercial. The applicant submitted several options to renovate the garage, with no definite plan. Recently, the Wylie Economic Development paved the alley located behind the existing garage. The applicant is proposing to install six parking spaces. The plans state concrete, but currently there is gravel with a gravel drive. The ordinance requires concrete for the drive, and for the parking spaces. The proposed plans indicate vertical siding that will be five inches in width. The ordinance requires horizontal siding of four to five inches in width. A six-foot wide sidewalk is required, but not shown on the plans. Board Discussion Ms. 011ie read Chair Taylor's comments, with the main concern being no definite plans submitted and the use is not clearly defined. The plans submitted are vaporish and elusive. The proposed plan indicate a residential use, kitchen, bedroom and shower. The applicant proposes on the application that all codes and conduct will comply. However, the drawings do not define the material and a portable building does not comply with historic district standards. Chair Stone questioned if the property is large enough for two commercial uses. Ms. 011ie stated that the property is large enough; the parking will not meet the setbacks. The utilities is a concern, this would have to be met. Mr. Ash Patel, applicant for the subject property, stated that parking will be concrete for the new structure. The main structure does not require on-site parking, on-street parking is allowed. The intent is to allow someone to live in the new structure, as well as have a business office. Ms. 011ie stated that her interpretation of the ordinance for mixed-use on a piece property, is for one structure, and not two different structures. She encouraged the Commissioners not to approve the item, until additional research for the mixed-use proposal on an additional structure on a single lot. Commissioner Action A motion was made by Commissioner Cessna and seconded by Commissioner Chandler, to withdraw the request at the request from the applicant for property located at 308 N. Ballard. A vote was taken and passed 5 —0. Ms. 011ie stated the Parks and Rec Board is creating a sub-committee for the Stonehaven House. Ms. 011ie asked the Commissioners if they any were interested in sitting on the sub-committee, Chair Stone stated that she would be interested. Ms. 011ie stated that she would confirm and get back to her on the logistics. ADJOURNMENT A motion was made by Commissioner Chandler seconded by Commissioner Pugh to adjourn. Discussion Owner/Applicant: Evaristo Jimenez The property owner is proposing exterior renovations to an existing residential structure in order to enhance the aesthetic look of the building. The previous use was Taste of home restaurant and the proposed use will be Frankie's Mexican Cuisine. Renovations include constructing a walk-in cooler to the rear, opening up the southside of the building to add a bar on the porch, as well as adding doors and windows. The attached elevations indicate the location of all new construction and notes that new materials and paint will match existing. The majority of the changes to the exterior will take place on the southside and westside (front entry). The applicant proposes to install 4 new sliding windows to provide service from the bar to the outside patio seating area. Currently the front is access from stairs facing west. The proposal shows the entry will be from a set of stairs that will face south and lead to a new landing, door and vestibule area. The owner desires to begin work June 12th and finish by July 31, 2019.
