12-05-2005 (WISD & City Council Subcommittee) Minutes MINUTES MEETING OF WYLIE CITY COUNCIL & WYLIE INDEPENDENT SCHOOL DISTRICT SUBCOMMITTEE December 5, 2005— 6:30 A.M. Wylie High School 2550 West FM 544 Room#125 (East Entrance to Main Building) Wylie, TX 75098 CALL TO ORDER-WYLIE CITY COUNCIL City Council members present were Mayor John Mondy; Mayor Pro Tem/City Chair Eric Hogue; and Council Member/City Vice Chair Rick White. School Board members present were: WISD Trustee/School Subcommittee Chair Susan Schuler and WISD Trustee Ronni Fetzer. Also in attendance were Dr. John Fuller, Superintendent of Schools and Mark B. Roath, City Manager. WISD Trustee Henry Garland was in attendance via telephonic call. REGULAR AGENDA 1. Appointment of Chair of the City of Wylie Subcommittee. All City representatives agreed that Eric Hogue should be Chair of the City Sub- committee. 2. Appointment of Vice Chair of the City of Wylie Subcommittee. All City representatives agreed that Rick White should be Vice Chair of the City Sub- committee. 3. Purpose/Goals for Subcommittees and Suggestions for Future Meeting Susan Schuler explained that not all Subcommittee members had an opportunity to explain their ideas about the purpose of the Committee. At which point, Eric Hogue addressed the membership and stated that he felt shared communication was important, especially at the Board level. Dr. Fuller suggested that those on City Council as well as the City Manager, might want to be added to his "First to Know" e-mail notification of school issues. 4. Joint Projects between the City of Wylie and Wylie I.S.D. during the Past 10 Years Mark Roath read a list of past and present joint projects between the City and School District including joint development and approval of the Master Plan for Founders Park; Minutes—12/05/2005 Subcommittee Meeting-Wylie City Council&Wylie Independent School District Page 1 Joint use of parking and recreational facilities at Founders Park; use of WISD facilities by the City for the Wylie Wave Program; WISD staff attendance at the City's Weekly Development Review sessions; City Fire and Rescue Programs in the schools; joint funded Reserve Police Officers in the schools; joint funding of Crossing Guards; Student Government Day; and City Council recognition of students at meetings to name a few. Subcommittee members discussed the need to make these joint efforts public. 5. Open Space Area Available for Future Joint Projects Including Walking Trails Mark Roath briefly discussed information about the Parks and Open Space Master Plan, which was adopted by the City in 2002/03. Dr. John Fuller stated that the School District might be interested in improving walking trails around school facilities. Ronni Fetzer stated that the School District had approximately seven acres, between Dodd and McMillan, in the flood plain that might be used for trails. Participants asked the City Manager to provide the School District with a map depicting the future trail system. 6. Recent Wylie I.S.D. Demographic Study Information Dr. John Fuller discussed demographic information used by the School District. He further indicated that he would furnish a copy to the City. The Subcommittee agreed to meet next on January 9th at 6:30 a.m. at the City Hall.
