Worley John Yeager Merrill Young Staff Present: Samuel Satterwhite, Executive Director Others Present: Joel Scott, Wylie City Council Cleo Adams, Wylie City Council Mike Collins, City Manager Mindy Manson, Assistant to the City Manager Elizabeth Morris, President, Insight Research Corporation With notice of the meeting posted in time and manner required by law and a quorum of Board members present, the Board of Directors of the Wylie Economic Development Corporation (WEDC) met in Regular Session on February 7, 1997 in the Board Room of Wylie Chamber of commerce at 108 W. Marble, Wylie, Texas. The meeting was called to order by President John Yeager at 8:30 a.m. ITEM NO. 1 -Presentation by Ms. Elizabeth Morris of Insight Research Corporation. Assuming that the City of Wylie may need professional assistance in evaluating the impact a Kansas City Southern (KCS) rail port may have on the Wylie community, Mike Collins, Mindy Manson, and WEDC staff have been holding preliminary discussions with Ms. Elizabeth Morris, President of Insight Research Corporation (IRC). IRC has been identified as an authority in developing economic impact models with specific experience in representation of Union Pacific Railroad. Ms. Morris was present at the initial KCS presentation to the community and has been briefed on all KCS activities within the Wylie community. Ms. Morris provided a great deal of insight into issues such as the Rail Corridor Law, the marketing of the proposed `Wylie Rail Port', and overall strategies in dealing with KCS. Ms. Morris discussed the specific services which could be provided to the Wylie community by IRC. An example of the services discussed was an analysis of current and future retail opportunities due to the removal of the Sante Fe line, a target industry analysis for the KCS industrial park, and an economic impact analysis and program performance audit. WEDC - Minutes February 7, 1997 Page 2 ITEM NO. 2 - Discuss and Consider Entering Into a Contractual Agreement Between the Wylie Economic Development Corporation, the City of Wylie, and Insight Research Corporation. The WEDC Board of Directors believed that due to the magnitude of this project and the long term economic impact it may have on the Wylie community, the WEDC will be best served by soliciting the assistance of IRC. Councilman Scott agreed with this assertion and indicated that the City Council will be considering the same proposal at the next City Council Meeting. MOTION: A motion was made by Kevin St. John and seconded by Merrill Young authorizing staff to enter into a contract between the WEDC, City of Wylie, and Insight Research Corporation, also authorizing the expenditure of 50% of the cost of services, not to exceed $24,150 for professional services rendered.. The WEDC Board of Directors voted 5 - FOR and 0 - AGAINST in favor of the motion.
