The purpose of the PD is to create a development that consists of an area for townhomes and another for mixed- use(residential and commercial)on vacant property located from 2535-2701 S. The reason for the requested rezoning to a Planned Development (PD) is to allow for an age restricted mixed-use senior residential community. The PD contains three subdistricts that are proposed to contain different categories of residential development for senior living. 3. Consider, and act upon, Resolution No. 2020-18(R) Postponing to the November 3, 2020 Uniform Election Date the General and Special Elections Scheduled to be held on May 2, 2020, for the purpose of electing persons to the Offices of Mayor and Councilmembers for Places 5 And 6 and the remaining term for Place 2 in response to the Covid-19 Pandemic and Public Health Emergency; Designating Polling Places; Authorizing Execution Of Joint Election Contract for the November 3, 2020 Election; and take all other appropriate action. Storm, City Secretary) Executive Summary On March 18,2020,the Governor of the State of Texas issued a proclamation suspending certain provisions of the Texas Election Code and the Texas Water Code to allow all local political subdivisions such as the City of Wylie that would otherwise hold elections on May 2, 2020, to move their general and special elections to the November 3, 2020,uniform election date without otherwise adjusting the terms of office. Consensus of the Council was to remove Item E from Consent and consider individually. Council Action A motion was made by Councilman Porter, seconded by Councilman.Wallis, to approve the Consent Agenda items A-D and F-L as presented. A vote was taken and motion passed 6-0 with Mayor Hogue absent. REGULAR AGENDA E. Consider, and act upon, a final plat of Woodbridge Centre Phase 1 Lot 2D, Block B, being a replat of lots 2A and 2B, Block B, generally located at 799 and 801 Woodbridge Parkway. (J. Haskins, Planning Manager) Councilman Porter filed a conflict of interest with the City Secretary prior to the start of the meeting and stepped out of the Council Chambers during the consideration of this item. Council Action A motion was made by Councilman. Dahl, seconded by Councilwoman Arrington, to approve a final plat of Woodbridge Centre Phase 1 Lot 2D, Block B, being a replat of lots 2A and 2B, Block B, generally located at 799 and 801 Woodbridge Parkway. A vote was taken and motion passed 5-0 with Councilman Porter abstaining and Mayor Hogue absent. 1. Consider, and act upon, a revised preliminary plat for Wylie Lake Townhomes Addition, establishing 21 residential lots and three HOA lots on 4.839 acres,generally located northwest of the intersection of Spencer Lane and Colby Lane. Haskins, Planning Manager) Staff Comments Planning Manager Haskins addressed Council stating the applicant has submitted a revised preliminary plat for Wylie Lake Townhomes, creating 21 residential lots and three HOA lots on 4.839 acres. The subject property is zoned within Planned Development 2003-18 and Townhomes are an allowed use by right. Revisions occurred after the February 4, 2020 P&Z meeting but before the February 25, 2020 City Council consideration. During consideration, City Council elected to refer the revised plat to P&Z for a recommendation before making a final decision. The P&Z Commission reviewed the revised plat at their last meeting as requested and the Commissioners recommended approval by a vote of 6-0. Citizen Comments Al Schoelen,representing Wylie Lakes HOA,addressed Council with concerns that the townhome subdivision does not have two points of access out of their subdivision. Domineca Irula, resident, addressed Council with concerns regarding the proposed townhomes including a lack of communication from the builder and privacy fencing, and she requested an environmental impact assessment. Minutes March 10,2020 Wylie City Council Page 3 Carlos Irula, resident, addressed Council asking for support from Council and stated he would like to be part of the process. Council Comments Forrester asked about the lack of two points of access. Haskins replied that fire and city engineer comments were as long as the cul-de-sac is less than the maximum allowed, and this cul-de-sac is at about 350-400 feet in length, two points of access weren't necessary for such a small subdivision and it's within a larger subdivision that has two points of access. Forrester asked about the privacy fencing. Haskins reported that they will be held to whatever subdivision requirements were in place at that time; however, staff would prefer a living screen so there is no gap between a privacy fence and a wrought iron fence where tall weeds grow in between. Applicant Comments Milton Colegrove, legal counsel for Taas Investments, addressed Council stating he has reached out to the president of the HOA on a few occasions. He stated it is their intent to have their own HOA within the subdivision and to completely follow the planning development guidelines given by the City. Council Comments Wallis and Porter asked about the two points of access and the cul-de-sac regulations. Holsted reported in the thoroughfare standards the City allows a cul-de-sac up to a certain length and is within the maximum length of the cul-de-sac. Holsted confirmed with Haskins that the townhomes would be sprinkled. Haskins reported based on the information provided by the fire marshal,they would be sprinkled.Dahl expressed that he believes in property rights and zoning. Porter asked if the access points would be moot or meet a technical reason for denial if so chosen by Council. Holsted replied the cul-de-sac is less than the max length allowed. Council Action A motion was made by Councilman.Dahl, to approve a revised preliminary plat for Wylie Lake Townhomes Addition, establishing 21 residential lots and three HOA lots on 4.839 acres, generally located northwest of the intersection of Spencer Lane and Colby Lane. The motion died for the lack of a second and no vote was taken. City Secretary Storm requested clarification that no action was taken on the item. Hoisted stated the Council has a 30-day time frame to act on the plat. Haskins reported if no action is taken,the item is approved. If there is a denial staff would request a reason for denial to provide the applicant with a letter. Council Comments Porter asked Holsted how the subdivision requirements interact with the thoroughfare standards since the townhomes are a separate subdivision. Mayor pro tern Forrester recessed the Council into a break at 6:44 p.m. Mayor pro tern Forrester reconvened the Council at 6:59 p.m. Hoisted reported the plat, as submitted, meets the intent of the Subdivision Regulations and the International Fire Code requirement because they are sprinkling the townhomes and the cul-de-sac length is less than the maximum allowed. Forrester asked if it meets the technical requirements of the Subdivision Regulations. Holsted confirmed it does. Beard, Finance Director) Finance Director Beard gave a brief update on the AMI Project. Currently, over 3,200 meters are having to be read manually by various departments in order to stay within the 30 day billing cycle. A final contract is proposed to come for Council approval at the May 12 meeting with the project completed in November 2020. Beard reported a portal has not been chosen, but the one chosen will allow residents to see leaks, track usage, and provide accurate and close to real-time information. oc Parks & Recreation Presentation to Council (R. Diaz, Parks &Recreation Director) Parks and Recreation Director Diaz showed a video overview presentation of the Parks and Recreation department. Diaz stated the vision for the department is to set the standard for connection, service, and quality of parks and recreation. Diaz introduced Parks and Recreation staff that were present. The video presentation covered statistics of the Parks and Recreation department, spoke on public art, the Brown House,the Senior Recreation Center, and the Recreation Center, gave examples showing the values of the department, stated the mission, which is to spark connection, wellness, and learning, showed training that staff has completed, awards and recognitions the department has received, and the different funding sources. oc Wylie Parks, Recreation, and Open Space Master Plan (R. Diaz, Parks &Recreation Director) Parks and Recreation Director Diaz announced there were three Parks and Recreation Board members present: Gloria Suarez, Brian Willeford, and Brett Swendig. Elizabeth McIlrath and Philip Neeley, with Dunaway Associates, gave a Parks, Recreation and Open Space Master Plan and Municipal Complex Preliminary Master Plan Update presentation to Council. The Parks, Recreation and Open Space Master Plan presentation included parks inventory,population and demographics, park service areas, the needs assessment that was completed by the citizens, most needed facilities based on priority rankings, and an action plan worksheet and showed examples of the priorities based on rankings. The Municipal Complex Preliminary Master Plan presentation showed the preliminary master plan, key features, and examples of the key features. Consensus from Council was to move the amphitheatre to the East Meadow and bring back an updated Municipal Complex Preliminary Master Plan at the March 24 Council meeting. The annual budget is based on an average mowing season with approximately 19-21 mowing cycles (mowing every 2 weeks), and the City is invoiced only for completed mowing cycles. Staff issued a competitive sealed bid, and received six (6)bids. The bids were evaluated to determine the overall best value to the City based on pricing,work history,longevity of business and employees and equipment. Staff recommends the award of an annual contract with renewals to J. Nichols Construction, Inc. in the estimated annual amount of $365,000.00 as providing the best overall value to the City. Planned Development District Development Standards (Zoning Case 2020-03) 1.0 Purpose: The purpose of this Planned Development is to provide the appropriate development standards and controls to allow a residential development on Tract 1 and a mixed-use development on Tracts 2-5,in line with the approved Development Agreement and shown in the included Zoning Exhibits. The plan shall comprehensively address edge treatments, perimeter screening, and individual townhouse landscape design. The Developer shall coordinate with the City on the selection of type, style location, and size of all landscape improvements, including but not limited to plants, trees, mulch, irrigation, and benches. c. Concurrent with the above submittals for Tract 1, the developer shall submit a preliminary plat and site plan, in accordance with the City of Wylie's Zoning Ordinance, for such lots on Tracts 2, 3, 4, and/or 5 that meet the requirements of Section 1.1 of this Exhibit. 3.3 Architectural Design Standards Tract 1: a. All townhome units in Tract 1 shall have 100 percent of each facade comprised of masonry and shall confoiin to the exterior design appearance of Exhibit E. b. Masonry shall include brick, stone or masonry stucco. c. EIFS may be used as an accent material and comprise no more than 15 percent of any facade. d. Roofing Materials shall be architectural grade overlap architectural shingles, metal, or composite Spanish roof tile and other roof appearances shall be painted to match the color of the roof. 3.4 The maximum number of townhomes in The District Townhome Community (Tract 1) shall be 34 Townhomes or approximately 8.2 Townhomes per gross acre. 3.5 A masonry and wrought iron perimeter screen shall be provided along the property adjacent to State Highway 78 as generally shown on Exhibit F. 3.6 Entry Features: Architectural features shall be stone, brick, and wrought iron screening wall monuments. 3.7 Signage at Community Entrance: Illuminated community identification shall be incorporated into a stone screening wall or monument at the Community entrance. The sign shall be illuminated by means other than streetlights. Landscaping and upright towers for the Community entrance signage shall be constructed to generally conform to those shown in Exhibit F. 3.8 Sidewalk Locations: Five-foot sidewalks shall be provided within the property. Primary walkway paving shall be enhanced using earth-tone colored concrete (stain mixed, not applied after), stamped/pattern concrete, aggregate or brick/paver stone at a minimum of 7.5 feet every 75 feet. 3.9 Sidewalk Lighting: Decorative street pole lighting shall be provided throughout the Community. The Developer shall pay for the installation including electrical connections. Operation and maintenance shall transfer to the HOA thereafter. 3.10 Mailboxes: Shall be located in a dedicated area as required by the United States Postal Service. Mailboxes shall be of a uniform style selected by the Developer and shall be stylistically consistent with the The District Townhomes Community. 3.11 A minimum of 15% of the land within the District Townhome shall be used as Open Space as shown on Exhibit A. a. The swimming pool/grill open space area will be owned and maintained by the homeowners' association(the BOA). b. All open spaces within the Community with the exception of the swimming pool area shall be accessible to the public. 3.12 Public open spaces shall be dedicated by plat to the City of Wylie in accordance with City's Subdivision Regulations. 3.13 Maintenance of the Open Space Area: Maintenance of the open space area will be the responsibility of the Developer until it is turned over to the Homeowners Association(BOA). Developer will be the contact entity with the City for all concerns regarding the maintenance of open space until 100%of HOA control is turned over to the homeowners. A. Developer/HOA typical maintenance and responsibilities of amenities include but are not limited to: a. Clean up and litter removal. b. Landscaping installation,care,and maintenance. c. Trim shall be painted one color and a side surface and garage doors shall be painted or stained a second color. 3.17 Roof pitches shall be a maximum of 6:12 for main gables and hips. Primary front facade materials shall be a minimum of 80 percent masonry product with at least 20 percent stone on the front facade. b. Approved primary masonry materials include, brick, stone, masonry stucco, or decorative concrete. c. Up to 20 percent of the front facades may be stucco with decorative accents such as cementitious fiberboard and metal trims. d. The remaining three facades shall be a minimum of 60 percent brick or stone, and up to 40 percent may be stucco with decorative accents such as cementitious fiberboard and metal trims. e. EIFS shall not be considered acceptable primary exterior material but shall be accepted when applied as accent or architectural features and shall not exceed 15% of any façade face. f. To achieve façade articulation, visual variety and/or architectural detailing buildings shall use two complementary primary facade materials. g. Composite Spanish roof tile with a 30 to 50-year warranty must be used on visible roofing, or a similar product. h. Tract 1 Townhome Development a. All townhome units shall have 100 percent of each facade composed of masonry. b. Masonry shall include brick, stone,or masonry stucco, c. EIFS may be used as an accent material and comprise no more than 15 percent of any facade. d. The PD contains three subdistricts that are proposed to contain different categories of residential development for senior living. The single-family subdistrict is proposed to contain a maximum 56 single family residential lots that measure a minimum of 4,000 sq. ft. with dwellings that are a minimum of 1,100 sq. ft. The proposed setbacks are 10' for the front, 5' for the sides, and 20' for the rear. The subdistrict will be providing one garage space and two spaces per driveway. The pond and open space immediately North of McMillen is a great start. A housing addition with various lots sizes and top builders as were used in the closest sub -division to the North, eg. Paul Taylor and Grand, would blend nicely. Keep the smaller 50 -foot lots to less than l5%_ Add in 15% of 70 -foot lots and the g 60 -foot or larger. Where should be a living squ re' foottage nnaii4ai m,m of 2000 sq ft or larger. This should reduce the impacts. -and lower density, as well as address the asthectics of the area.
