04-02-2020 (City Council) Minutes Emergency Special Called ►'`''�► Wylie City Council CITY OF WYLIE Minutes Emergency Special Called Meeting April 2, 2020—8:45 p.m. Wylie Municipal Complex—Council Chambers 300 Country Club Road, Bldg. 100 Wylie, TX 75098 CALL TO ORDER Mayor Eric Hogue called the emergency special called meeting to order at 8:45 p.m. The following City Council members were present: Councilman David R. Duke, Councilman Matthew Porter, Mayor pro tern Jeff Forrester, Councilman Timothy T. Wallis, and Councilman David Dahl. Councilwoman Candy Arrington was absent. Staff present included: City Manager Chris Hoisted; Assistant City Manager Brent Parker; Assistant City Manager Renae 011ie; Assistant Police Chief Tommy Walters; Fire Chief Brandon Blythe; Assistant Fire Chief Brian Ritter; Finance Director Melissa Beard; Public Information Officer Craig Kelly; and City Secretary Stephanie Storm. REGULAR AGENDA 1. Consider,and act upon,Resolution No.2020-22(R)Postponing to the November 3,2020 Uniform Election Date the General and Special Elections Scheduled to be held on May 2, 2020, for the purpose of electing persons to the Offices of Mayor and Councilmembers for Places 5 And 6 and the remaining term for Place 2 in response to the COVID-19 Pandemic and Public Health Emergency; Designating Polling Places; Authorizing Execution Of Joint Election Contract for the November 3, 2020 Election; and take all other appropriate action. (C. Hoisted, City Manager and S. Storm, City Secretary) Council Action A motion was made by Councilman Porter, seconded by Mayor pro tern Forrester, to reconsider Item 1 from when it was previously voted on. A vote was taken and motion passed 6-0 with Councilwoman Arrington absent. Council Comments Councilmen Porter, Wallis, and Duke stated in light of the changes that have come out in the last few days, including statements from the Secretary of State and the court case with the City of Anna,their opinions had changed regarding holding the election in May. They noted that there is now court precedence on the issue as well as overriding directives that the Governor of Texas issued in an Executive Order since Council last discussed this matter. The Governor's directives, which now carry forward through April 30 rather than April 3, as was the case was when Council last met, may preclude individuals' ability to come forward and vote. Mayor pro tern Forrester stated a lot of changes have occurred in the last three weeks and it is within Minutes April 2,2020 Wylie City Council Page 1 Council's hearts to protect the citizens at all cost to ensure the health and welfare is protected as well as the rights of the citizens of Wylie to cast their votes, so he would also like to reconsider.
