06-05-2006 (WISD & City Council Subcommittee) Minutes Wylie City Council & Wylie Independent School CITY OF WYLIE District JOINT MEETING Minutes Wylie City Council and WISD Joint Subcommittee Meeting Monday, June 5, 2006 - 6:30 A.M. Wylie High School / Room 125 2550 W. FM 544 Wylie, TX 75098 CALL TO ORDER City Council member present was Council Member/Subcommittee Vice Chair Rick White. WISD School Board members present were WISD Trustee/School Subcommittee Chair Susan Schuler, WISD Trustee Ronni Fetzer, and WISD Trustee Eric Lindsey. Also in attendance were Superintendent of Schools Dr. John Fuller; Assistant Superintendent for Business Operations Brian Miller; City Manager Mark B. Roath; Assistant City Manager Mindy Manson; City Engineer Chris Hoisted; and Rachael Hermes. PRESENTATIONS & DISCUSSION 1. Discussion and possible action on the following items: a. Approval of the Minutes from the May 1, 2006 Meeting. (City Subcommittee Members Only). Minutes were not approved due to lack of quorum. b. Implications of Growth and Review of Demographic Study. WISD Superintendent Dr. John Fuller distributed the Demographic Study and explained the findings of the demographer. Dr. Fuller stated that there are currently three upcoming school projects including Wylie East High School, Draper Intermediate, and an additional elementary school. Dr. Fuller expressed the need for another school to be located on the Minutes Wylie City Council and WISD Subcommittee June 5,2006 west side of Wylie and noted that the three current projects are scheduled to all open in 2007. c. Water Restrictions and How Wylie ISD Can Work with the City to Educate Families. City Engineer Chris Holsted updated the Subcommittee on the watering restrictions currently in place. Mr. Holsted stated that North Texas Municipal Water District initiated Stage 3 Restrictions on June 3rd and City Council would be holding a Special Called Meeting on June 6th to discuss implementation. Mr. Holsted provided additional details regarding the restrictions that NTMWD has set in place for both Stage 3 and Stage 4 Implementation. WISD Trustee/School Subcommittee Chair Susan Schuler discussed the possibility of the City utilizing school marquees to notify the public of restrictions. Mr. Holsted explained that fliers would be distributed within water bills and signs would be posted to inform citizens of current restrictions. d. Ballard and Stone Road Improvement Projects and Related Issues. Dr. Fuller discussed concerns regarding being assessed parkland dedication fees and being required to pay for utility relocation in addition to those fees. Mr. Holsted discussed the current status of Ballard and Stone Road projects. City Manager Mark B. Roath discussed the cost to the city of road construction and stated that staff is currently reviewing the possibility of creating a Joint Use Agreement for the use of joint facilities. Dr. Fuller discussed the school district payment of impact fees and parkland dedication fees in relation to other cities. Assistant City Manager Mindy Manson stated that there is no differentiation within the Codes and Ordinances between who is building a project. Mr. Roath stated that the city is working through some of these issues. Mr. Holsted explained fees assessed within the City of Wylie. Dr. Fuller stated that some fees assessed have not been required until recently. Assistant Superintendent for Business Operations Brian Miller inquired about the ability to waive the required 3% fee to progress with Cooper Junior High. Ms. Manson said that if the fee is assessed because of an adopted ordinance then there would not be an opportunity for it to be waived. e. Review of the City Platting Process. Ms. Manson distributed a letter detailing the general steps for the Preliminary and Final Plat process for the City of Wylie. Ms. Manson explained that permits are not to be issued until platting has been completed. Ms. Schuler inquired about the Hooper/Hensley Project and future projects in relation to the required process and right-of-way dedication. The Subcommittee agreed that meetings would be postponed in July and August and would resume in September 2006. They agreed to hold the next meeting on September 11th at 6:30 a.m. in the Municipal Complex.
