Wylie City Council and WISD Joint Subcommittee Meeting
Monday, May 1, 2006 — 6:30 A.M.
Municipal Building/Council Conference Room

CALL TO ORDER
City Council members present were Mayor John Mondy; Mayor Pro Tem/Subcommittee Chair
Eric Hogue; and Council Member/Subcommittee Vice Chair Rick White. WISD School Board
member present was WISD Trustee/School Subcommittee Chair Susan Schuler. Also in
attendance were City Manager Mark B. Roath; Superintendent of Schools Dr. John Fuller; and
Rachael Hermes. WISD Trustees Ronni Fetzer and Henry Garland were absent.
PRESENTATIONS & DISCUSSION
1. Approval of the Minutes from November 16, 2005, December 5, 2005, January 9,
2006,February 6,2006 and March 6,2006 (City Subcommittee Members Only).
The minutes presented were approved with no additions or corrections.
2. Pioneer Days/120th Celebration.
City Subcommittee Chair Eric Hogue discussed the upcoming Pioneer Days events to be held on
May 6th
School Subcommitee Chair Susan Schuler discussed the 120th Celebration of the founding of the
City of Wylie to be held in October. Superintendent Dr. John Fuller expressed willingness to
assist the City in any 120th Celebration events that may take place. Susan Schuler discussed the
Blackland Prairie Event held in Plano and suggested the possibility of contacting them to assist
in planning the event. City Manager Mark Roath suggested forming a committee to begin the
planning process. City Subcommittee Chair Eric Hogue agreed and requested that a committee
be formed consisting of city staff to plan the event. Mayor John Mondy recommended also

coordinating with the Chamber of Commerce, Downtown Merchants Association, and The
Birmingham House. Mark Roath requested the names of any individuals
that should be contacted and discussed implementing a joint workshop to assist in preparation of
the event.
3. Update on the City Bond Program.
Mark Roath addressed the Subcommittee with updates on the City Bond Program. Mr. Roath
stated that the city had solicited architectural services for the City Hall, Library and Recreation
Center and would soon begin touring facilities and interviewing the top ranked firms. Mr. Roath
stated that the top three candidates would be presented to City Council for their review. Mr.
Roath stated that a separate Request for Qualifications was released for the Fire Station #3
Project and that recommendation of a firm was anticipated in June. Mr. Roath also explained
that the process of selecting a Construction Manager for the City Hall, Library and Recreation
Center had begun. Mr. Roath stated that bond funds would be received on May 3rd
Mr. Roath discussed the updates to Stone Road and Ballard and stated that work is in progress
with the utility companies to relocate utility lines for both projects.
Mr. Roath provided the Subcommittee with information regarding a National Franchise Cable
Bill that could potentially affect the control of all right-of-ways.
4. Update on WISD Construction Projects and Land Purchases.
Dr. John Fuller addressed the Subcommittee with updates to WISD Construction Projects and
Land Purchases. Dr. Fuller stated that the Wylie East High School project had begun and that
the district was currently working to bring the road out to Hwy 78 to create a construction
entrance for the project. Dr. Fuller stated that the district would be taking bids for expansion of
the central office and anticipated bringing the item to the School Board in June. Dr. Fuller
discussed the issue of timing involving the opening of Wylie East, Draper Intermediate, and
another elementary school needed in 2007.
Dr. Fuller discussed the potential land purchase of a parcel of land located on F.M. 1378. Dr.
Fuller discussed issues with the property because of the future widening of F.M. 1378. John
Mondy stated that there could be difficulty regarding the engineering of F.M. 1378 due to the
road widening.
Susan Schuler discussed the upcoming WISD Bond Sale to take place on May 4th.
5. New Nutrition/Health/Physical Education Requirements for Public Schools.
Susan Schuler addressed the Subcommittee with changes to State Requirements regarding
nutrition, health, and physical education and stated that the changes were required to be
implemented by 2007. Dr. Fuller stated that there may be possible implications for joint
programs such as Wylie Wave. Ms. Schuler discussed some of the ways in which the changes
will affect school social events and curriculum. Eric Hogue discussed some of the findings
regarding the physical fitness of students. Dr. Fuller expressed his interest in connecting the
Parks and Recreation trail system to the schools to create more opportunities for outdoor activity.

The Subcommittee agreed to meet next on June 5th at 6:30 a.m. at the Wylie High School. They
agreed that meetings would be postponed in July and August and resumed in September 2006.
ADJOURNMENT
With no further business to discuss,the meeting was adjourned at 7:20 a.m.
