CALL TO ORDER
Announce the presence of a Quorum.
Ms. Renae' 011ie, Assistant City Manager called the meeting to order at 6:08PM.
Commissioners present: Commissioner Joe Chandler, Commissioner Jesse Hale, Commissioner
Melissa Kenfield, and Commissioner Frank Besadesky. Those absent: Commissioner Debbie
Loraine, Commissioner Kirstin Dodd and Commissioner John Pugh.
Staff present: Ms. Renae' 011ie, Assistant City Manager, Mr. Robert Diaz, Parks and Recreation
Director and Ms. Tina Link, Deputy City Secretary.
NOMINATE CHAIR AND VICE CHAIR
1. Nominate and motion on Vice Chair
A motion was made to nominate Commissioner Pugh as Vice Chair by Commissioner Chandler.
The motion was seconded by Commissioner Besadesky. A vote was taken and carried 4 - 0.
2. Nominate and motion on Chair
A motion was made to nominate Commissioner Chandler as Chair by Commissioner Kenfield,
and seconded by Commissioner Besadesky. A vote was taken and carried 4 - 0.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Commissioners regarding an item that is not listed on the Agenda. Residents must fill out a
non-agenda form prior to the meeting in order to speak. Commissioners requests that comments be limited to three
(3)minutes. In addition, Commissioners not allowed to converse, deliberate or take action on any matter presented
during citizen participation
No one approached the Commissioners.

CONSENT AGENDA
A. Consider and act upon approval of the Minutes from the April 23, 2020 Special
Called Meeting.
Commission Action
A motion was made by Commissioner Kenfield, seconded by Chair Chandler, to approve the
Minutes from the April 23, 2020 meeting. A vote was taken and the motion carried 4-0.
REGULAR AGENDA
A. Consider, and act upon, a recommendation to the City Council regarding a request
for substantial renovations in accordance with Ordinance No. 2013-17 for the
remodel of an existing residential structure, located at 308 W Oak Street, Lot 6,
Block 9 of the Keller's #2 Addition within the Downtown Historic District.
Staff Comments
Ms. 011ie stated that the applicant seeks to remodel an existing residential dwelling with updates
to exterior to match "English Cabin" art style, and add 816 square feet to the west side of the
house. The dwelling is currently 616 square feet, with the new addition the total structure will be
1,432 square feet.
The applicant proposes to install new flooring, drywall, shake siding for the skirting and
replacing the aluminum windows with vinyl windows. The roof will have a cross-gable roof
design.
Commissioners Discussion
The Commissioners had no questions for the applicant.
Commissioners Action
A motion was made by Commissioner Kenfield, and seconded by Commissioner Besadesky, to
recommend approval to the City Council regarding a request for substantial renovations in
accordance with Ordinance No. 2013-17 for the remodel of an existing residential structure,
located at 308 W Oak Street, Lot 6, Block 9 of the Keller's #2 Addition within the Downtown
Historic District. A vote was taken and carried 4— 0.
B. Consider, and act upon, a recommendation to the City Council regarding a request
for substantial renovations in accordance with Ordinance No. 2013-17 for the
remodel of an existing residential structure for the purpose of enhancing
accessibility, located at 301 N. Ballard Street, ( Brown House) within the Downtown
Historic District.

Ms. 011ie stated that Mr. Diaz, Parks Director will present. Mr. Diaz stated that with the
partnership of Architexas and Kimley-Horn to create a plan to explore the possible uses that
would be feasible, preserve the historical integrity and become an asset to the community. The
plan would be constructed in three phases.
The request before the Commission is the first phase, which is to construct a ramp or a platform
lift on the exterior of the building. Both ArchiTexas and Kimley-Hom provided comparison
comments on a lift and a ramp. Staff is recommending a ramp due to concerns of maintenance
and wear and tear of a lift. The ramp would be appealing and accommodating to those that need
assistance, especially for patrons with strollers and walkers. The focus is to the south east corner
which faces the downtown.
Commissioners Discussion
The Commissioners questioned where the handicap parking is located. Ms. Brittany Shake,
Engineer for Kimley-Horn, stated there will be two ADA accessible parking spots to the south of
the building, but can be shifted to have direct access to the ramp or lift. Ms. Alexis McKinney,
with ArchTexas, stated that on the north side of the building, the area is larger and deeper,
whereas the south side would encroach into the foundation. The purpose is to have the least
amount of impact to the structure as possible, which can be accomplished on the northside.
The Commissioners discussed the impact for a ramp versus the lift. Commissioner Hale stated
that long term maintenance of a ramp is easier than a lift. The lift would not be visually
appealing due to not aging well.
Ms. 011ie recommended that if the ramp is recommended, that the motion include a stipulation
that the railing match the railings on the porch unless prohibited by ADA.
Commissioners Action
A motion was made by Chair Chandler, and seconded by Commissioner Besadesky, to
recommend approval to the City Council regarding a request for substantial renovations in
accordance with Ordinance No. 2013-17 for the remodel of an existing residential structure for
the purpose of enhancing accessibility, with stipulation that a ramp be constructed with railings
that match the existing railings on the porch and meet ADA requirements. Property located at
301 N. Ballard Street, ( Brown House) within the Downtown Historic District. A vote was taken
and carried 4 - 0.
GENERAL BUSINESS
Ms. 011ie stated that there will be a meeting on August 27, 2020 at which time a presentation
will be given explaining the duties and responsibilities of a Commissioner. Chair Chandler
requests that discussion of the local landmarks be on the agenda as well.

ADJOURNMENT
A motion was made by Chair Chandler, and seconded by Commissioner Besadesky, to adjourn
the meeting at 7:40PM. A vote was taken and carried 4 - 0.
