08-05-2008 (City Council) Minutes Wylie City Council & Wylie Independent School CITY OF WYLIE District JOINT MEETING Minutes Wylie City Council and WISD Joint Subcommittee Meeting Tuesday, August 5, 2008 — 7:00 A.M. Wylie ISD Education Center 951 S Ballard Wylie, TX 75098 CALL TO ORDER City Council members present were Council Member Rick White; Council Member Kathy Spillyards; and Mayor Eric Hogue. WISD School Board Members present were WISD Trustee/School Subcommittee Chair Ronni Fetzer; WISD Trustee Lance Goff; and WISD Trustee Stacy Gooch. Also in attendance were City Manager Mindy Manson, Superintendent of Schools Dr. John Fuller, and WISD Assistant Superintendent for Business Operations Brian Miller. PRESENTATIONS & DISCUSSION 1. Appointment of a Subcommittee Chair and Vice-Chair. (City Subcommittee Members Only.) Council Member Kathy Spillyards was nominated for Subcommittee Chair and Council Member Rick White was nominated for Subcommittee Vice-Chair, with no opposition. 2. Approval of the Minutes from May 6, 2008. (City Subcommittee Members Only.) The minutes were approved with no additions or corrections. 3. Update on the WISD bond recommendations. The WISD representatives discussed the bond recommendations for the school district. They explained that the process began with 45 people on the committee. They stated that the final recommendations of the committee will be presented to the School Board at their August Minutes Wylie City Council and WISD Subcommittee August 5,2008 meeting. The bond election and tax ratification is slated to take place in November. Per the WISD representatives, the Bond Committee is reviewing potential projects totaling approximately $181 million, along with the possibility of dividing the projects into two propositions for new buildings and renovations. 4. Update on the joint City/School efforts to save fuel costs. The Subcommittee discussed the joint effort in saving fuel costs and discussed how the purchase of purchasing bulk fuel for both entities would result in increased cost savings for the citizens. 5. Back-to-school update. WISD Superintendent of Schools Dr. John Fuller distributed information regarding back-to- school information and the school year calendar. Dr. Fuller explained that he did not anticipate increases in registration, with lower registration numbers for the kindergarten age group. Dr. Fuller stated that the enrollment for this school year is just below 11,000 students. The subcommittee discussed signs and school zone lights and noted that they had been adjusted for the new school start times. 6. Status of Ballard St. construction. City representatives discussed the status of Ballard Street construction and stated that the contractor was still on schedule to have four lanes of paving constructed from Stone Rd. to Cloudcroft before the start of school. 7. Schedule next meeting. The Subcommittee agreed that the next meeting would take place at City Hall on November 11, 2008 at 7:00 a.m. School Subcommittee Chair Ronni Fetzer passed out a handout discussing the vision of the committee and topics for future discussion. The Subcommittee discussed addressing joint use opportunities and current projects at the next meeting.
