04-15-1952 (City Council) Minutes ell% "IF F YLIE WYLIE, TEXAS April 15, 1952 The City Council of this City met in regular session on the above date with the following members present: Mayor D.W. Click, Aldermen J.E. Bowden, R.V. Groves, W.D. Green,- J.W. Nicholson, A.D. Boyd., And W.W. Housewright-Sect. The Minutes of the last meeting were read and approved. Mayor D.W. Click ordered the results of the election that was held April 1, 1952. A motion was made by J.W. Nicholson and seconed by J.E. Bowden that the returns be accepted. Results of election attached here-to. Motion Carried. The following persons were then sworn in by Mrs. Rita Smith, Notary Public in and for 6ollin County, to their respective offices. J.A. Benton-Mayor., Charles W. Taylor and R.V. Groves Aldermen., mut W.W. Housewright-Sect., and J.T. Hickman-City Marshall. Alfter these persons were sworn in the retiring members adjourned the meeting. There was a discussion of an audit of the City Books and Mayor J.A. Benton appointed the following members to find the k estimated cost of an audit. They were A.D. Boyd., and R.V. Groves. They were to report at the next council meeting. There was a lengthy discussion in regard to the appointment of a night rxtstrompoliceman Votes by the council were made with the following results. W.T. Lokey 5 against L.N. Powell 5 against H.M. Bentley 5 against W.T. Corzine 5 FOR Mayor EMU Benton then appointed W.T. Corzine Night policeman. A motion was made by A.D. Boyd and seconed by C.W. Taylor that the night policeman be paid $175.00 monthly. Motion Carried The mayor made the following appointments with the consent of the council. J.E. Borden, C.W. Taylor, and J.W. Nicholson----Street Committee A.D. Boyd and R.V. Groves rater & Sewage committee. A Motion was made by J.E. Bowden and seconed by J.W. Nicholson Mayor Benton appointment of J.A. Pitts as assessor & collector of City Taxes be accepted. Motion Carried A motion was made by R.V. Groves and Seconed by C.W. Taylor that the mayor's appointment of H.A. Long as Water Superintendent be accepted. Motion Carried. A motion was made by J.W. Nicholson and Second by J.E. Bowden that Nita Smith's appointment of City Treasurer be accepted. Motion Carried. There was a discussion in regard to the legality of of Roland Boyd acting as City Attorney. Mayor Benton made the appointment of Roland Boyd Attorney for the City of Wylie. J.E. Bowden made a motion and was seconed by C.W. Taylor that the Mayor's appointment be accepted. Motion Carried. (More) r CITY Or WYLIE WYLIE, TEXAS April 15, 1952 (Continued) A discussion was made in regard to the old railroad crossing between the residentsx of Mrs. Gertrude Brooks and D.M. Click. The secretary was instructed to see if he could find anything in the minutes in regard to this matter. There was a discuss ion in regard to the water well situation with no definite action taken. The one bill that the City had outstanding was ordered paid.. Mayor Benton appointed Lee Birket as the person who was to clean up the trash in the City. R.V. Groves made a motion that this was accepted, and was seconed by J.E. Bowden. Motion Carried. A.L. Maynard was appointed kgr as the person to clean out the Dry Toilets. J.E. Bowden made a motion that this appointment be accepted and it was seconed by A.D. Boyd. Motion Carried A motion was made by J.E. Bowden and seconed by J. I. Nicholson that the City pay One (11.00)) per hour for work done for the City. Motion Carried. The secretary was instructed to deduct from the pay of H.M. Bentley ( 18.40) to pay for tile that he owed the City for. There was a discussion in regard to the meathods of paying bills by the City. It was decided that a voucher systen would be used. A motion was made by J.E. Bowden and Seconed by C.W. Taylor that the secretary write T.E. Coen a final notice, giving him imx ten days to pay his water & sewage permits or services would be discontinued. Motion carried.
