11-17-1953 (City Council) Minutes CIVIC IF WYLIE WYLIE, TEXAS Nov. 17, 1953 The City Council of this City met in regular session on the above date with all members of the council.. being present. The minutes of the October meeting were read and approved. All bills were ordered paid. A motion was made by A.D. Boyd and seconed by R.V. Groves that the City call an election for the purpose of determing if the City would enter into a contract with the North T4xas Municipal District for the purpose of purchasing water from said district. Motion Carried. A copy of said resolution is attached here-to. A motion was made bar A.D. Boyd and seconed by W.P. Poor that the City turn the job of getti-�zg the sewerage easement on the J.Y. Housewright, City Secretary being present, with the following absent: , constituting a quorum, at which time the following proceedings were had: Alderman A.D. Boyd introduced a resolution, read such resolution in full and moved that it be adopted. The motion was seconded by Alderman B.V. Grove' _ . The motion carrying with it the adoption of the resolution prevailed by the following vote: AYES: Aldermen Boyd, Taylor, Groves, Poor and Posey, and Mayor Benton. NOES: None. The resolution as adopted is as follows: r Sr • ti RESOLUTION CALLING AN ELECTION FOR THE PURPOSE OF DETERMINING WHETHER THE CITY COUNCIL SHALL 'BE AUTHORIZED TO ENTER INTO A CONTRACT WITH NORTH TEXAS MUNICIPAL WATER DIS- TRICT FOR THE PURPOSE OF SUPPLY/NG WATER TO SAID CITY. WHEREAS, the City is in urgent need of an additional water supply which may be obtained by contract with North Texas Municipal Water District; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF wriax TEXAS: 1. That an election be held in said City on the 5th day of December, 1953i at which election the following proposition shall be submitted: PROPOSITION "Shall the City Council of the City of Wylie Texas, be authorized to enter into a contract with North Texas Municipal Water District for the pur- pose of supplying water to said City, as authorized by Chapter 342, Acts of the Fifty-First Legislature and other applicable laws?" 2. That said election shall be held at the City Hall within said City, and the following named persons are hereby appointed directors of said election, to-wit: W. O. Houston, Presiding a y A. C. Moore, Judge Charlie Smith, Clerk Ed Davis, Clerk 3. That said election shall be held under the provisions of Chapter 342, Acts of the Fifty-First Legislature, and only qualified electors of the City who own taxable property therein and who have duly rendered the same for taxation shall be permitted to vote at said election. 4. The ballots for said election shell have written or printed thereon the following: PROPOSITION "FOR THE WATER CONTRACT" "AGAINST THE WATER CONTRACT" Each voter shall draw a line through one of the above expressions, thus leaving the other es indicating his vote on the proposition. 5. If this election results favorably to the making of said contract, the City Council will pass en ordinance prescribing the form and substance of said contract and directing its execution. A draft of such proposed contract is on file in the office of the City Secretary for public inspection. The contract thus to be authorized 'hall be in substantially the form of said draft. 6. A substantial copy of this resolution signed by the Mayor of said City and attested by the City Secretary shall serve as proper notice of said election. Said notice shall be published on the same day in each of two successiveweeks in a newspaper of general circulation published within said City, the date of the first publication to be not less than fourteen days prior to the date set for said election. Except as otherwise provided in said Chapter 342, the manner of holding said election shell be governed by the general election laws.
