Municipal Bldg, Regular meeting of the City Council of the City of Wylie, Texas, was *ailed to order by Mayor A. D. Boyd at the Municipal Building on Tuesday afternoon at 3s20 o'clock, May 12, 1959. Present were Mayor Boyd and Councilmen Ed Collins, 011ie Addington, Jack Parker and Will Green. Also present at the meeting were John Gay, Bob Hogan, Frank Medanich, Mrs. Agnes Eaves, Mr. Brewer, an Engineer, and Mr. Walker, an attorney. Mayor Boyd pointed out that Truett Smith had been requested to attend to keep a reword of the meeting in the absence of City Secretary W. W. Housewright. Mayor Boyd asked Mrs. Craves to state the purpose of her visit along with her Engineer and Attorney. She introduced Mr. Walker, who presented Mr. Brower, who in turn outlined drainage plans in the Eaves Addition from a plat which he submitted. Discussed were lowering the elevation across the Bostic property to the southeast of the Eaves plot, and the matter of easments between the Eaves and Pearce property. Mayor Boyd proposed that City Engineer Hogan and Mr. Brewer confer over the plans as submitted, and asked that Mr. Hogan give the City a letter of recommendations in the matter at an early date, and the Council concurred. Mr. Frank Medanich, financial adviser to the City, presented a Water Billing Analysis of the City from May, 1958, through April, 1959, a copy of whioh is attached hereto. (Mr. Medanich stated that, based on the same water revenues for 1958, no additional revenue bonds could be issued by the City). Mr. Hogan dis- cussed possible Summer water rates, advising that the first two brackets of the present water usage be left as is, but recommended that all usage above the 7,000-gallon per month basis be charged at the rate of 30 cents per 1,000 gallons. Accordingly, Mr. Collins moved that Summer rates for water be placed in effect, beginning June 1, 1959, to continue through Sept. 30, 1959, with the first two price brackets as is at present, but that all water used in excess of 7,000% gallons per month be charged at the rate of 30 cents per 1,000 gallons. A second was made by Mr. Addington and the motion carried unanimously. A letter to the Council from Mr. A. P. Reline, Manager of the North Texas Mum. nicipal Water District, requesting the City to furnish the District information on future water needs through 1970 was read and discussed. Motion was made by Mr. Parker that Mr. Hogan of Forrest & Cotton be instructed to make study and prepare report on the future needs of the City. Mr. Green seconded and the motion carried. It was directed that Mr. Rollins and the District be advised of this action. (Mr. Rollins' letter and the reply to him are attached hereto). Mayor Boyd distributed copies of the April financial statement. Mr. Hogan presented the Engineer's monthly estimate of the contract to extend water and sewer lines, recommending that Tex-Con Utility Contractors, Inc, be paid the balance of $5,317.52 on their contract, which provided for retainage of $100.00. Mr. Addington moved approval of this; Mr, Collins seconded; and the amount of $5,317.52 was ordered paid. • �,.. CITY OF WYLIE WYLIE, TEXAS City Council Minutes. Mav 12. 1959. coptinued: Mr. Green moved that Council give authority to the extension og the 8-inch water line from Mardi Gras Lane to Highway 78; Mr. Parker seconded; and the the motion carried, Oft motion of Mr. Green, seconded by Mr. Parker, the following bills were ordered paid: (1) That of W. 0. Houston for the regular rate of assessing and collecting City taxes p'us $28.80 incidental expenses thereto; (2) Difference of $55.00 collision and $i30.00 liability in auto insurance for ibliceman Bentley; and (3) $6.50 to Jack Enloe for load of gravel, Mr. Addington moved that the City purchase a 1953 International pickup truck from Wylie Butane Gas Co. for $400.00; Mr. Parker seconded and the motion was approved. Mr. Collins excused himself from the meeting while this matter was discussed. In succession the Council concurred in the following: That trash pickup be author". ized for May 20 and May 21 in cooperation with cleanup drive; that the Street Committee consider purchase of a load of ready mix asphaltic street material; and that disposition be made of creek gravel for Fletcher Hensley. The question of a sidewalk along the Kirby Street side of Holiday Terrace was discussed, and it was agreed that the Engineers and Attorneys for the City would prepare sub-division ordinances for the Council which would take care of this in future instances. The matter to receive further attention when ordinances are prepared and submitted. Mr. Grew moved that the salary of Water Supt. Dan Hickman, Jr., be increased by $5.00 weekly. Mr. Collins seconded and the motion was approved. City participation in street work on Birmingham, along school property, but no action was taken: Mayor Boyd appointed W. Collins and Mr. Addington to secure members of an Equalization Tax NW Board and report to the next Council meeting. Au invitation from Mr.Tom Mobbery, operator pf Holiday-BM, to attend an Open House on the new fishing barge, was presented to Council members and their wives for Thursday evening, May 14, at 6 o'clock.
